In my opinion Jessie, James & Meowth would be pretty successful at stealing other people pokemons if only they didn't stalk Ash & company all the time. I mean 90% of the time their plans fail do to Ash & Pikachu getting in the way, and most people who get their pokemon stolen by them are complete idiots.
They actually come up with crazy shit all the time they try to steal from ash. They could actually get away easily if it was just some random ass trainer

He can only get the money by marrying Jessalinda and she is an awful person that hates Growly (James' pet Growlith) and would get rid of it the first chance she got. His parents arranged the marriage and won't let him get out of it other than keeping the family fortune from him. He doesn't really care because his time with Jessie and Meowth is more important than money to him.
You forget that Jessie, James, and Meowth were actually fired at one point. In "Dues and Don'ts", it's revealed that their TR membership was expired for *months* without their knowing, and the only reason they got hired back in the end was because of a labor shortage. ...I am not making this up. This anime does get that weird. But, my point is, Giovanni *has* completely abandoned the three before. Maybe Giovanni figures if he "fires" them directly, they'll just be even more obnoxious and destructive in trying to get their jobs back. I'm sure all the trio's "missions" to new regions are just made to get them out of the way for a while.
I used to suspect he was actually trying to kill them. The first few episodes of Pokemon have them almost losing their lives on a pretty regular basis--the St. Anne thing, the Lavender Town thing, and also Ash's violent attacks.

If you go by the "Giovanni is Ash's father theory" then Giovanni could be keeping them near Ash because he knows that they will fail and this way Giovanni can keep an eye on Ash
I think they're a distraction from what team rocket really is. Think about it, since Jessie and James are incompetent at completing anything, it wouldn't show Giovani and team rockets actual strength. then when people go to look into team rocket's shady business, they'll see Jessie & James, and think t.r is a team full of weaklings. so then they can continue with out the spotlight for being master minds. (it sounds stupid, but makes sense to me)
I think your right. Jesse and James are literally the Poster Children for Team Rocket at the beginning of the show and through the years the have only gained more "infamy" . John Q. Public sees them, a group of slightly incompetent teenagers, as Team Rocket and remains oblivious to the growing threat of the larger organization. I'm not saying Proto is wrong. He gave the reason Giovanni keeps them and this is the assignment he has for them.
I often think that the only thing they are incompetent of is being the bad guys. When they are working together with the good guys for a change they often do quite well. I think the major reason why Giovanni still keeps them in the organisation is rather the distraction factor. Sure, having someone with a lot of money work together with the police poses a big problem as well. But you can't deny that having these two wrecking chaos all over the place and drawing attention towards them can be very useful when Giovanni plans other operations that are then done more secretly.

Well, they are actually successful until Ash and Co. get involved in whatever scheme Jessie, James, and Meowth are pulling. They were running a fashion boutique scam that worked until Ash, Brock, and Misty found it. They had multiple successful missions in Unova that Ash didn't come across. To put it bluntly, Ash is their bad luck charm. In reality, they keep going to a new area (which also happens to be where Ash goes) to see if TR can take over the region.

they aren't completely incompetent tbh, just when it comes to catching pikachu. if you ask me if jesse and james both stopped chasing pikachu they would be some of the top members in team rocket. there was also most of black and white when they wore the black suits that they a very great deal done and accomplished and managed to evade capture and blasting off multiple times.
In Kalos, they proved to be pretty strong (spoilers ahead. Just saying) They managed to give team flare a tough fight even though their type advantages E.G. Weavile would sweep their team. If there was one less admin on team flare that time they probably would've saved Z2 from team flare though the would still be abused.
Then again, they have broken the fourth wall numerous times (and seemingly the only characters that do so) .. being aware that they are in an anime, they probably just understand their purpose to entertain the viewers and are kept around and purposely screw up for comic relief. maybe their "real job" is to entertain viewers, and not to catch pikachu
I mean they only have like 10 minutes of screen time per episode. I doubt they get paid by the hour. I would assume they get paid per episode. That’s usually how the tv industry works. Unless they have a seasonal contract where they get paid c amount of money per season; salaried.

i honestly wish that there was a mechanic in the game that let you do that, befriend the pokemon instead of just straight up using the pokeball. it'd likely be much harder to do but the pokemon would start off more loyal to you and possibly have higher growth potential so it'd be rewarding to do so. it'd be nice if along with that they brought back the mechanic of pokemon walking behind you as well

My theory: Ash is Giovanna's son, and he sent the weakest members of team rocket (Jessie, James, and Meowth) to look over Ash/train him, and overall protect him.
So far in the anime, Jessie, James and Meowth are slowly getting recognition from Giovanni after their supposed take down of Team Galactic and Team Plasma. He even trusts them to even take down Team Flare. Speaking of which I feel that this could be alluding to a future arc coming in the far future, either during the end of the anime or slightly prior. Where Team Rocket starts a global take over of all the regions since the evil organisations are disbanded thanks to Jessie, James and Mewoth's "efforts". This is just wild speculation though.
If it ever ends but personally I think Pokemon has at least 3 more generations but can't see it going for more than 5 more generations (including the upcoming gen 7)
Calvin Pennuto Little known fact. There is a way to pinpoint where the anime might end. This can be seen through the fire starter pokemon. All the fire starters in some way, shape or form are based on the "Chinese Zodiac": - Charizard (Dragon) - Typhlosion (Rat) - Blaziken (Rooster) - Infernape (Monkey) - Emboar (Pig) - Delphox (Dog) And since Litten is a feline Pokemon, most likely it is based on the "Tiger". So far 7 out of the 12 Zodiac have been used and 5 are still remaining. Which means we possibly have "5" more generations left until Pokemon ends or reboots.

Here's an idea. They're not part of Team Rocket. Giovanni kicked them out ages ago and they just haven't gotten the memo. When they started interfering with his plans, he sent them as far away as he could on the premise of "scouting". However, they surprised him. They took their job seriously and showed some marginal success. After that, he reinstated them. This doesn't invalidate the points brought up. There's a reason Giovanni will still bail them out from time to time. Miyamoto was one of his mother's elite agents and arguably one of her best friends. Again, Meowth is a TALKING Pokemon. He's not letting that escape his grasp. I personally believe that he just keeps James around because Team Rocket insists that they're a trio.
Another thought if it is guilt as to why Giovanni keeps Jessie around Miyamoto could'ave been more then just a dead elite agent of Team Rocket, perhaps a lover to Giovanni? Could he be keeping Jessie around because she is his daughter and because he feels guilty for the death of her mother his lover?

You have got it all wrong +ProtoMario . Think about it. 1, Jessie and James have on multiply occasions, especially around times of Tournaments, brought in so much money as to justify bases in the regions. 2, They have a record of getting the region's evil teams out to of the shadows and defeated. Even if it is no them directly, to him, they are causing some action, 3 as shown in BW they can pull missions well as needed, 4 they have brought rare Pokemon back to Kanto, and 5 it is possible that Giovanni knows about the money James' family comes from, thus he could end up being a large donor to their cause in the future.
They're actually pretty competent as Team Rocket member, until Ash and co show up to foil their plans. Whenever we see them beyond trying to catch Pikachu they're usually the culprits of whatever dastardly deed is afoot, be it missing Pokemon or some sort of scam. They've straight-up hypnotized Pokemon away from their trainers several times. I would assume Giovanni sees this, which is why he keeps them around. He trusts them enough to believe them about Pikachu, enough so that its at least a side project. During Black&White he made them Team Rocket's official branch for Unova, and in X&Y they were sent as their last hope. I'm also sure he sees how undyingly loyal they are, all they seem to want is to win his approval. Every time they plot to steal a Pokemon they usually imagine not only his reaction, but what it could do for him.
Personally, I think it's for a much different, simpler reason: They tend to be in the right place at the right time for major events BECAUSE they keep going after Pikachu. As such, they have actually been a major help in taking out other teams, AKA competition. Whether it be a direct role (Even a small one, like with Team Galactic), feeding him information (Team Flare going on now, they have been shown telling him what they've found about Zygarde), or just giving Ash more experience, which helps him to take down the teams for them. If they weren't around, Ash wouldn't be anywhere NEAR as strong as he is- they're like an experience yoyo, throw them away and they'll come back for more. Combine all this with the fact that if they ever stopped chasing Pikachu they would actually be massively competent- how many of their plans have been ruined by them having Ash and friends near? Now imagine if they weren't there. Thousands more pokemon would belong to Team Rocket if JJ&M weren't chasing Pikachu- if they ever catch Pikachu or Giovanni orders them to abandon that effort and just get other pokemon, they would do a good job of stealing quite a lot. Plus, you would never be able to catch them, since they have a tendency to EXPLODE AND BLAST OFF when hit by random attacks. All in all, they are extremely good, useful operatives- on one hand they'd be better at getting pokemon if they stopped chasing Ash and friends, but on the other then they'd miss out on taking down rival teams or finding legendaries. Either way, they're very much worth keeping around despite the headaches they may cause.
In season one, episode two of Pokémon, The Team Rocket Trio first appear to steal Pokémon in their Pokéballs at a Pokémon Center, Misty encourages Ash Ketchum to power up his Pikachu so he would foil The Team Rocket Trio by destroying the Pokémon Center, although it made The Team Rocket Trio develop an unpleasant grudge against Ash Ketchum, so for nearly twenty five seasons of the Pokémon TV show, The Team Rocket Trio don't try learning their lessons about allowing Ash Ketchum and his Pikachu to foil their revenge seeking plans.
P.S, during the Kalos saga in Pokémon: XY and Z, Team Rocket Leader, Giovanni takes matters into his hands by deciding to personally confront Ash Ketchum to settle his grudge, but Ash Ketchum successfully takes down Team Rocket Leader, Giovanni, but The Team Rocket Trio started remembering the times they temporarily stole Ash's Pikachu before getting foiled by Ash Ketchum and his friends, but it somehow convinced The Team Rocket Trio to not be afraid of the fact that Ash Ketchum eventually became World Champion.
They were actually competent in Black & White because they were on assignment. I can't help but to think Jessie and James are some of Team Rockets highest grade operates but Ash's Pikachu clouds their Judgment making them do rash and odd things but when they have a main objective with their Boss directly in command they stay focused and as such don't get sent flying every episode by Ash and the gang.
My guess is that because Unova was the first region a long distance away from the "Japan" regions, he sent them there where Team Rocket was basically unheard of and where they could operate in an area that isn't as crucial.

But with them going after Pikachu they inadvertently pushed him and Ash to grow to the point that to those two their a thorn in their side. The thunderstone event is one thing I'm referring too. They can be very calculating if need be. Maybe they're going easier on kids? Could be a number of things.
ill be perfectly honest. I love Jesse and James. they perfectly portray exactly how threatening team rocket was in the games. the harebrained way they just lightly throw their single Raticate and Coffing at you is pathetic, and it feels Authentically team rocket. however Jesse and James do notice their own incompetence, and try to circumnavigate having to battle directly, or fairly to compensate.
Are you freakin kidding me? Ash would have his own tracking satellite if I was running team rocket, the kid has literally run into EVERY LEGENDARY EVER. Shit, he's friends with God, Space, Time, and Anti-existence. You want to find legendary Pokemon? If Giovanni was smart he'd plant a "happy go lucky" teen among Ash's traveling companions with a signal to a giant capture squad never too far off for them to call in. They would probably not even get suspicious since Team rocket is always following them anyway. He could have even used what's her name before she revealed herself as working for him. Domino? It would be fitting to, cause Ash would be setting those legendaries up like dominos for you. I mean sure, it's Pokemon, and that teen would planted would inevitably be turned by the power of friendship, but it would still be a really good idea.

In that same 3 parter, James makes mention of it as well. So we can assume that movie is canon to the anime.
This actually got me wondering on what Giovanni would do when met with the situation where he could only keep one of the trio, like too many complaints about their failures from the other members, having too many members to keep paid and satisfied, etc. I personally think that the smartest option would be to keep James, it’s clear that he has many exotic Pokémon already, so letting Meowth go wouldn’t be too big of a leap, but letting James go is a whole different story, as mentioned he has inside information on team rocket, and he has riches and money that will let him do so many things, letting James go might be the most emotionally satisfying option, but it’s the most dangerous, as far Jessie, guilt drives him in taking care of her and making sure she’s safe, he can kick her out, but he has plenty of people you could send to keep watch on her and guard her.
they do seem like they help him and his friends more often than they hurt, like he would never have gotten the Rainbow Badge from Erika if they hadn't tried to take her perfume formula, etc.

Sounds legit. covered every counter argument I could think of. plus, even though I haven't watched any of the newest season, I know at one time Jessie and James developed a reputation for taking down rival gangs for the rockets. it can't be easily dismissed that everywhere they go the old gangs stop operations, and team rocket gains a bit more infamy...maybe they're actually helping with recruitment.
It wasn't Giovanni who sent Miyamoto on her quest, it was his mother, Madam Boss. Many people have the theory that Giovanni is actually Jessie's father, and that's why he keeps them around. (Not sure if I believe that theory, but I have yet to find evidence in the canon to disprove it, I mean, his canon son has Jessie's hair color, maybe it's a recessive gene?) Also, Giovanni has never told them to go get the Pikachu (I have the theory that if they ever offer Pikachu to him, he wouldn't even care) (Oh, unless you count the 4Kids song 'Team Rocket's Rocket' where they recorded the voice of Giovanni saying he wanted Pikachu.) This trio just decided to start hunting Pikachu on their own. On another note in season 5, 'Dues and Dont's', they establish that Jessie, James and Meowth were actually 'kicked out' of Team Rocket, and were simply removed from the system. I honestly think Giovanni forgets about them. And on another note, I would take anything out of the Unova series with a grain of salt, it was going against the canon of the rest of the series from episode 1 where Pikachu (not sick, not weakened for any reason) lost to a brand new starter Pokemon.
Uh... were you watching the same show as me? Pikachu clearly can’t use electricity after Zekrom strikes him. That probably messed with his nervous system too, even ignoring any damage he might have taken.
I always thought one of the reasons why he keeps them around is because of there direct (or maybe indirect) involvement in removing the evil teams from other regions. He sends them off to Hoenn and Sinnoh and pretty soon team Magma, Aqua, and Galactic are taken care off. Removing competition and potential obstetrical for him and the rest of Team Rocket, making it easier to take over those regions. Plus, they constantly get part time jobs in those regions, witch can not only give him information on the work force for those regions, but can allow Jesse and James to be somewhat self sustaining and as such, won't cost Giovanni much money (if any) to keep them around.
I have always thought of Team Rocket as a very competent trio. We see their many failures but are still productive. Ash is their antithesis and always ruins their plans, but I enjoy thinking they still send Giovanni plenty of Pokemon before they are stopped by Ash and Friends.
Well Movie 8 is canon as ash had been shown a few times in gen 4 (like the spiritomb episode) to have aura powers as for not recognizing the Pokémon ash is an idiot remember

Jesse, James and Meowth have shown that they can be competent when not going after Ash's Pikachu like when they were send to steal meteorite in one of episodes of B&W. They successfully pulled that off without any problems what so ever.
Here's the thing: Giovanni has actually attempted to get rid of them once before. When Ash went to the Orange Islands, Giovanni put Jessie & James in charge of his Blimp Division, which he had deliberately set up to crash and burn so that he could collect the insurance money. After that, there's no indication that Giovanni even knows they're still alive until toward the end of Johto, when they are forced to basically Join Team Rocket all over again, as Team Rocket no longer has any record of them being part of the organization. After that, they get shipped off to Hoenn to "setup Team Rocket operations there", or more likely, to get them out of Giovanni's hair. Next thing he hears from them is a report from them that they've eliminated rival organizations Team Aqua and Team Magma in the Hoenn region. Well shit, maybe there's something to these boneheads after all. Next stop: Sinnoh. Next report in: Team Galactic has been eliminated, again thanks to these guys (at least according to their report). Well shit, let's actually do something with these guys. They get brought in for special training, and start working in Unova directly under Giovanni's direction, at which point they become *immensely* competent. It's only after they get left to their own devices again that they start to revert, and even then it takes them a while to fully revert to their old boneheaded full-fledged incompetence. Now, come Sun & Moon, they're still not proving very successful at stealing stuff, but they're actually getting their hands on stuff like Z-Crystals through legit methods. TEAM ROCKET CAN USE Z-MOVES.
I honestly think Giovanni keeps them around to keep tabs on Ash because of how often he encounters legendary pokemon, the only character that repeatedly encounters legendary after legendary in every region
Well there is another reason. Jessie and James work as great scouts for finding out where rare pokemon are even if they don't catch them, the still find out where they are.
Perhaps Giovanni doesn't want Ash trying to stop his main plans for world power, so he distracts Ash with large scale plans that he gets involved in and has Jessie, James, and Meowth chase Pikachu. The ops Giovanni partake in don't affect his power much, so success and failure don't matter. Having Jessie, James, and Meowth chase Pikachu would distract Ash and that they fail to hide the competence of the rest of Team Rocket. That's my reasoning, Giovanni has a plan, so he sets up these plans, succeed or fail, to ensure that he will rule the world and/or own many exotic Pokemon, showing off how much power he has.
I thinks it's due too the scout reports on all the other regions they went threw and reporting all the other organizations and there collapsing, and of late when they reported in about team flair and about zygaurd they he told them good job, they are horrible at catching things but they reported everything they saw
The Jessie part,the guilt , was perfect the James part I think James family pays off Giovanni a large amount to keep him safe, so has meowth baby sit Jessie and James since meowth seems smarter than both Jessie and James also would explain why both Jessie and James don't wear the right colors they wear white instead of black the real uniform of team rocket people probably think they are team rocket posers just my theory
they changed clothes in unova so maybe something happened between sinnoh and unova. maybe they weren't part of team rocket, they just wore the clothes because they were trying to impress Giovanni and maybe they did in the end of sinnoh and Giovanni let them rejoin
James' family doesn't fund Team Rocket. James broke all ties with his family so he wouldn't have to get married. Joining Team Rocket gave James freedom. Also in a lot of episodes it is seen that James is broke. Neither Jessie nor James are posers. There was an episode of Pokémon where we see how Jessie, James, and Meowth become members of Team Rocket. They graduated first before Cassidy and Butch. The reason why they eventually got black uniforms was because they got promoted, but they eventually go back to the white uniforms.
Additional. For me the main reason why they’re still in the team rocket because they are spreading the team Rocket’s name in every regions. Even though they’re failing most of the time. They can leave an history of team rocket in every region and miss interpret them that they are so dangerous.
I think he uses Jessie, James, and Meowth just to scout out the region for powerful Pokemon that will ultimately lead to him capturing them and taking over that region
Reason they keep Jessie, James, and Meowth in Team Rocket, as we all know Team Rocket breaks the fourth wall constantly, what if Giovanni knows and needs then to keep talking to Team Rocket fans?
Not sure about the Johto series, but they have gonne to Hoenn without saying anything and later on, they reported that they defeated and disbanded both Teams Aqua and Magma, allowing TR to enter in Hoenn, and they did the same in Sinoh, saying that they they defeated Team Galactic. It's irrelevant if Giovani belives in them or not, the important is that they went to new continents and the local evil organizations were disbanded, making Jessie, James and Meowth the best agents to send to new continets. This is said in the very end of the Sinoh, when Giovani says that he has a very important mission for them and the so-called mission is to infiltrate Unuova. And guess what, they took the credits for defeating Team Plasma (fortunatelly, they didn't get their hands on Colress' research, meaning that they didn't get the mind-control machine). And to top things off, the same happened in Kalos and Team Flare. I wouldn't fire guys who pulled that off in four diferent continents by simply going there.
Jessie and James are like super spies and are really good thieves, just not good Pokemon trainers. They have a tendency to run into legendaries, sometimes even without Ash and co., so they also have that going for them. They are also kind and caring, as evidenced by the few episodes they aren't used as comic relief criminals, so they are good for Team Rocket's PR (think about it. If you saw people like Jessie and James working for Team Rocket, would you even think twice about joining?). In addition, there are other possibilities, such as Jessie's mother was a top agent--allowing her daughter to go unsupported might be bad PR within the organization. James' parents are rich and know about Team Rocket, so Giovanni has incentive to keep him happy and keep them quiet. Meowth can talk, and even though that's not something Giovanni found use for personally, he probably knows that lesser members with more time on their hands could probably make it worthwhile.
Ignoring the hunt for a ground electricuting pikachu.... Ash has a knack for finding legendaries and eliminating Teams in their regions. Which leaves a criminal void. By keeping Jessie and James reporting to him, he knows when Teams are down and Team Rocket can move in as well as more details on legendaries then most of his agents. Given few of them have met legendaries like our trio. So even if Jessie and James and fail... Giovanni can still win in the long term with these circumstances.
James' parents wanted him to marry and continue the family line, which was one of the reasons he ran away from home. If they knew were he was all along, they wouldn't have had bothered with putting up missing persons signs.
I love your take on this very important questions. This also made me think of something. What if Giovanni actually want the trio to expose other organizations in the regions from Hoenn on. From Team Magma to the current Team Flare, the trio always get in their way. Giovanni may know of possible rival groups but don't know there goal and that is where Jessie, James, and Meowth come in. To flush these groups out and see who he's dealing with.
I think it's pretty obvious that he keeps them around because they have that rare blend of expendable and invaluable that make for good henchmen. Also the reason James is a member of Team Rocket is because Giovani is the only person with the resources to keep his psych bitch fiancé from finding him. So essential James works for team rocket and Giovani keeps tabs on his fiancé. That's also why he keeps sending James to different regions. When Jame's fiancé manages to track him to one region Giovani quickly sends him to another.
I mean good theory but I think it's much much simpler. In advanced generation, when they tell him they are in hoenn, he tells them to establish a new branch of team rocket, but after ending the call he mutters to himself that he knows they will fail but they'll still provide him with valuable Intel on team aqua and magma. And I'm pretty sure that's what they are still doing whether they realize it or not. They've been following ash all over the world witnessing all kinds of events and powerful Pokemon and then inadvertently passing all of that Intel back to Giovanni in their reports about their failures.
Most likely keeps them around for amusement. As a criminal organization leader, everything is serious. Giovani needs some humor, and is willing to pay for it in the amount of resources he allows them.
Looking at this video now, I believe Giovanni simply just has a soft spot for Jessie, James and Meowth. From what I understand, the three of them were portrayed as much more competent members of Team Rocket in the Black & White anime. I haven't watched it myself (it's just so... Urgh...), but I believe Giovanni keeps them around because he values them as Team Rocket members and knows that even if they mess up, they _are_ still skilled agents. It's also shown in Generations that Giovanni is a very charismatic leader, as the Team Rocket grunts refused to rat him out. And while, yes Generations isn't in the same continuity as the anime, I don't think it's too (pardon the pun) Farfetch'd to assume the anime's Giovanni is the same.
In the anime it’s also obviously shown that Giovanni keeps Jessie, James, and Meowth to eliminate competition from other crime organizations: Team Galactic, Team Plasma, Team Flare

I watch a lot of your videos because they are recommended. However, my issue with you is that you make unfounded assumptions. Theories are fine! But when you take two or three extra steps to prove a point? Makes anything you say seem redundant. Giovanni feels guilt for Team Rocket? Why? Where? How? Theories are one thing, but without any evidence they are just conjecture.

Here are a few things team rocket should've done in order for them to become successful in stealing pokemon 1. If they really love to steal other trainers pokemon, and then hand it to the boss, why can't they just steal pokemon in the wild that doesn't belong to any trainer and then no one can stop them or get them back when no trainers or people are watching 2. If they really want to steal Ash's Pikachu, why can't they just murder Ash and all of its friends first and then steal Pikachu, the best time for team rocket to murder Ash and all his friends is when they're sleeping at night, that way Ash and his friends can't tell Pikachu what to do or even if Pikachu uses thunderbolt by itself to stop team rocket, they have a machine that is immune to thunderbolt 3. If they steal a pokemon, why do they have to do the team rocket motto everytime, if they don't do it, Ash and his friends probably won't recognize them even if they stole a pokemon, but ik Ash and his friends is going to chase after them but at least its worth it to not make them know who they really are 4. When they stole a pokemon at night, why can't they just quickly run away and don't meet Ash and his friends or anyone else and then immediately look for a way to get back to headqurters and hand it to the boss 5. When Team Rocket stoles pokemon, and then when Pikachu is about to use thunderbolt to blast them off, why can't they put the stolen pokemon in front of Pikachu and then Pikachu will accidentally zap the stolen pokemon dmagaing their own friends 6. When Ash and his friends are sleeping at night, why don't team rocket locked them up first and then stealing their pokeballs along with Pikachu, once Ash and his friends are locked up, and have no pokeballs with them they will have no way of stopping team rocket from stealing their pokemon So there are many things team rocket should've done in order for them to become successful at stealing pokemon but they didn't do it in the anime
dude no. Pikachu EV trained with speed and So. Atk and add a light ball makes for one of the best glass cannons out there. granted he gets hit once and he's done for..hence glass cannon but all the above mentioned plus have a water type add rain dance to the field your gonna insta kill almost every Pokemon out there in one hit besides ground and rock type.
in my opinion, they did fail capturing pikachu for almost 20 years, but they wouldn't need to report this to their boss each time they failed, so giovanni probably don't know much about it. on top of it, they did successfully (or assisted ash to) disband other criminal organisations namely aqua, magma, galactic, plasma and the upcoming flare, the trio are pretty much the only members who were sent by team rocket to crack down these evil competitors (except plasma). therefore, giovanni has more than enough reasons to keep them as he can sweep the other organisations with the minimum amount of effort and resource

Thats a good point. I do feel sometimes Giovanni just kind of ignores Ash except when there are direct instances of him foiling him. The Unova series was the first time Ash had seen Giovanni face to face and he brushed Ash off like a fly.

You forget that Jessie, James, and Meowth were actually fired at one point. In "Dues and Don'ts", it's revealed that their TR membership was expired for *months* without their knowing, and the only reason they got hired back in the end was because of a labor shortage.
...I am not making this up. This anime does get that weird. But, my point is, Giovanni *has* completely abandoned the three before. Maybe Giovanni figures if he "fires" them directly, they'll just be even more obnoxious and destructive in trying to get their jobs back. I'm sure all the trio's "missions" to new regions are just made to get them out of the way for a while.
I used to suspect he was actually trying to kill them. The first few episodes of Pokemon have them almost losing their lives on a pretty regular basis--the St. Anne thing, the Lavender Town thing, and also Ash's violent attacks.

I think they're a distraction from what team rocket really is. Think about it, since Jessie and James are incompetent at completing anything, it wouldn't show Giovani and team rockets actual strength. then when people go to look into team rocket's shady business, they'll see Jessie & James, and think t.r is a team full of weaklings. so then they can continue with out the spotlight for being master minds. I often think that the only thing they are incompetent of is being the bad guys. When they are working together with the good guys for a change they often do quite well.
I think the major reason why Giovanni still keeps them in the organisation is rather the distraction factor. Sure, having someone with a lot of money work together with the police poses a big problem as well. But you can't deny that having these two wrecking chaos all over the place and drawing attention towards them can be very useful when Giovanni plans other operations that are then done more secretly.
And with them being fools elsewhere means his operations are safe

Well, they are actually successful until Ash and Co. get involved in whatever scheme Jessie, James, and Meowth are pulling. They were running a fashion boutique scam that worked until Ash, Brock, and Misty found it. They had multiple successful missions in Unova that Ash didn't come across. To put it bluntly, Ash is their bad luck charm. In reality, they keep going to a new area (which also happens to be where Ash goes) to see if TR can take over the region.

They managed to give team flare a tough fight even though their type advantages E.G. Weavile would sweep their team. If there was one less admin on team flare that time they probably would've saved Z2 from team flare though the would still be abused.

i honestly wish that there was a mechanic in the game that let you do that, befriend the pokemon instead of just straight up using the pokeball. it'd likely be much harder to do but the pokemon would start off more loyal to you and possibly have higher growth potential so it'd be rewarding to do so. it'd be nice if along with that they brought back the mechanic of pokemon walking behind you as well

My theory: Ash is Giovanna's son, and he sent the weakest members of team rocket (Jessie, James, and Meowth) to look over Ash/train him, and overall protect him.

So far in the anime, Jessie, James and Meowth are slowly getting recognition from Giovanni after their supposed take down of Team Galactic and Team Plasma. He even trusts them to even take down Team Flare.
Speaking of which I feel that this could be alluding to a future arc coming in the far future, either during the end of the anime or slightly prior. Where Team Rocket starts a global take over of all the regions since the evil organisations are disbanded thanks to Jessie, James and Mewoth's "efforts". This is just wild speculation though.
If it ever ends but personally I think Pokemon has at least 3 more generations but can't see it going for more than 5 more generations (including the upcoming gen 7)
Calvin Pennuto Little known fact. There is a way to pinpoint where the anime might end. This can be seen through the fire starter pokemon. All the fire starters in some way, shape or form are based on the "Chinese Zodiac":
- Charizard (Dragon)
- Typhlosion (Rat)
- Blaziken (Rooster)
- Infernape (Monkey)
- Emboar (Pig)
- Delphox (Dog)
And since Litten is a feline Pokemon, most likely it is based on the "Tiger". So far 7 out of the 12 Zodiac have been used and 5 are still remaining. Which means we possibly have "5" more generations left until Pokemon ends or reboots.

Here's an idea. They're not part of Team Rocket. Giovanni kicked them out ages ago and they just haven't gotten the memo. When they started interfering with his plans, he sent them as far away as he could on the premise of "scouting". However, they surprised him. They took their job seriously and showed some marginal success. After that, he reinstated them. This doesn't invalidate the points brought up. There's a reason Giovanni will still bail them out from time to time. Miyamoto was one of his mother's elite agents and arguably one of her best friends. Again, Meowth is a TALKING Pokemon. He's not letting that escape his grasp. I personally believe that he just keeps James around because Team Rocket insists that they're a trio.
Another thought if it is guilt as to why Giovanni keeps Jessie around Miyamoto could'ave been more then just a dead elite agent of Team Rocket, perhaps a lover to Giovanni? Could he be keeping Jessie around because she is his daughter and because he feels guilty for the death of her mother his lover?

You have got it all wrong +ProtoMario . Think about it. 1, Jessie and James have on multiply occasions, especially around times of Tournaments, brought in so much money as to justify bases in the regions. 2, They have a record of getting the region's evil teams out to of the shadows and defeated. Even if it is no them directly, to him, they are causing some action, 3 as shown in BW they can pull missions well as needed, 4 they have brought rare Pokemon back to Kanto, and 5 it is possible that Giovanni knows about the money James' family comes from, thus he could end up being a large donor to their cause in the future.
They're actually pretty competent as Team Rocket member, until Ash and co show up to foil their plans. Whenever we see them beyond trying to catch Pikachu they're usually the culprits of whatever dastardly deed is afoot, be it missing Pokemon or some sort of scam. They've straight-up hypnotized Pokemon away from their trainers several times.
I would assume Giovanni sees this, which is why he keeps them around. He trusts them enough to believe them about Pikachu, enough so that its at least a side project. During Black&White he made them Team Rocket's official branch for Unova, and in X&Y they were sent as their last hope. I'm also sure he sees how undyingly loyal they are, all they seem to want is to win his approval. Every time they plot to steal a Pokemon they usually imagine not only his reaction, but what it could do for him.
Team Rocket also saved Giovanni's life, and prevented his capture, in Unova after he weas posessed by the mirror, don't forget.
Personally, I think it's for a much different, simpler reason: They tend to be in the right place at the right time for major events BECAUSE they keep going after Pikachu. As such, they have actually been a major help in taking out other teams, AKA competition. Whether it be a direct role (Even a small one, like with Team Galactic), feeding him information (Team Flare going on now, they have been shown telling him what they've found about Zygarde), or just giving Ash more experience, which helps him to take down the teams for them. If they weren't around, Ash wouldn't be anywhere NEAR as strong as he is- they're like an experience yoyo, throw them away and they'll come back for more. Combine all this with the fact that if they ever stopped chasing Pikachu they would actually be massively competent- how many of their plans have been ruined by them having Ash and friends near? Now imagine if they weren't there. Thousands more pokemon would belong to Team Rocket if JJ&M weren't chasing Pikachu- if they ever catch Pikachu or Giovanni orders them to abandon that effort and just get other pokemon, they would do a good job of stealing quite a lot. Plus, you would never be able to catch them, since they have a tendency to EXPLODE AND BLAST OFF when hit by random attacks. All in all, they are extremely good, useful operatives- on one hand they'd be better at getting pokemon if they stopped chasing Ash and friends, but on the other then they'd miss out on taking down rival teams or finding legendaries. Either way, they're very much worth keeping around despite the headaches they may cause.
In season one, episode two of Pokémon, The Team Rocket Trio first appear to steal Pokémon in their Pokéballs at a Pokémon Center, Misty encourages Ash Ketchum to power up his Pikachu so he would foil The Team Rocket Trio by destroying the Pokémon Center, although it made The Team Rocket Trio develop an unpleasant grudge against Ash Ketchum, so for nearly twenty five seasons of the Pokémon TV show, The Team Rocket Trio don't try learning their lessons about allowing Ash Ketchum and his Pikachu to foil their revenge seeking plans.
P.S, during the Kalos saga in Pokémon: XY and Z, Team Rocket Leader, Giovanni takes matters into his hands by deciding to personally confront Ash Ketchum to settle his grudge, but Ash Ketchum successfully takes down Team Rocket Leader, Giovanni, but The Team Rocket Trio started remembering the times they temporarily stole Ash's Pikachu before getting foiled by Ash Ketchum and his friends, but it somehow convinced The Team Rocket Trio to not be afraid of the fact that Ash Ketchum eventually became World Champion.
They were part of the main operation in Black & White.
They were actually competent in Black & White because they were on assignment. I can't help but to think Jessie and James are some of Team Rockets highest grade operates but Ash's Pikachu clouds their Judgment making them do rash and odd things but when they have a main objective with their Boss directly in command they stay focused and as such don't get sent flying every episode by Ash and the gang.
My guess is that because Unova was the first region a long distance away from the "Japan" regions, he sent them there where Team Rocket was basically unheard of and where they could operate in an area that isn't as crucial.

I love Jesse and James. they perfectly portray exactly how threatening team rocket was in the games. the harebrained way they just lightly throw their single Raticate and Coffing at you is pathetic, and it feels Authentically team rocket. however Jesse and James do notice their own incompetence, and try to circumnavigate having to battle directly, or fairly to compensate.

This actually got me wondering on what Giovanni would do when met with the situation where he could only keep one of the trio, like too many complaints about their failures from the other members, having too many members to keep paid and satisfied, etc. I personally think that the smartest option would be to keep James, it’s clear that he has many exotic Pokémon already, so letting Meowth go wouldn’t be too big of a leap, but letting James go is a whole different story, as mentioned he has inside information on team rocket, and he has riches and money that will let him do so many things, letting James go might be the most emotionally satisfying option, but it’s the most dangerous, as far Jessie, guilt drives him in taking care of her and making sure she’s safe, he can kick her out, but he has plenty of people you could send to keep watch on her and guard her.

Sounds legit. covered every counter argument I could think of. plus, even though I haven't watched any of the newest season, I know at one time Jessie and James developed a reputation for taking down rival gangs for the rockets. it can't be easily dismissed that everywhere they go the old gangs stop operations, and team rocket gains a bit more infamy...maybe they're actually helping with recruitment.
It wasn't Giovanni who sent Miyamoto on her quest, it was his mother, Madam Boss. Many people have the theory that Giovanni is actually Jessie's father, and that's why he keeps them around. (Not sure if I believe that theory, but I have yet to find evidence in the canon to disprove it, I mean, his canon son has Jessie's hair color, maybe it's a recessive gene?) Also, Giovanni has never told them to go get the Pikachu (I have the theory that if they ever offer Pikachu to him, he wouldn't even care) (Oh, unless you count the 4Kids song 'Team Rocket's Rocket' where they recorded the voice of Giovanni saying he wanted Pikachu.) This trio just decided to start hunting Pikachu on their own. On another note in season 5, 'Dues and Dont's', they establish that Jessie, James and Meowth were actually 'kicked out' of Team Rocket, and were simply removed from the system. I honestly think Giovanni forgets about them. And on another note, I would take anything out of the Unova series with a grain of salt, it was going against the canon of the rest of the series from episode 1 where Pikachu (not sick, not weakened for any reason) lost to a brand new starter Pokemon.

Pikachu clearly can’t use electricity after Zekrom strikes him. That probably messed with his nervous system too, even ignoring any damage he might have taken.
I always thought one of the reasons why he keeps them around is because of there direct (or maybe indirect) involvement in removing the evil teams from other regions. He sends them off to Hoenn and Sinnoh and pretty soon team Magma, Aqua, and Galactic are taken care off. Removing competition and potential obstetrical for him and the rest of Team Rocket, making it easier to take over those regions.
Plus, they constantly get part time jobs in those regions, witch can not only give him information on the work force for those regions, but can allow Jesse and James to be somewhat self sustaining and as such, won't cost Giovanni much money (if any) to keep them around.
I have always thought of Team Rocket as a very competent trio. We see their many failures but are still productive. Ash is their antithesis and always ruins their plans, but I enjoy thinking they still send Giovanni plenty of Pokemon before they are stopped by Ash and Friends.

Jesse, James and Meowth have shown that they can be competent when not going after Ash's Pikachu like when they were send to steal meteorite in one of episodes of B&W. They successfully pulled that off without any problems what so ever.
Here's the thing: Giovanni has actually attempted to get rid of them once before.
When Ash went to the Orange Islands, Giovanni put Jessie & James in charge of his Blimp Division, which he had deliberately set up to crash and burn so that he could collect the insurance money. After that, there's no indication that Giovanni even knows they're still alive until toward the end of Johto, when they are forced to basically Join Team Rocket all over again, as Team Rocket no longer has any record of them being part of the organization. After that, they get shipped off to Hoenn to "setup Team Rocket operations there", or more likely, to get them out of Giovanni's hair. Next thing he hears from them is a report from them that they've eliminated rival organizations Team Aqua and Team Magma in the Hoenn region.
Well shit, maybe there's something to these boneheads after all. Next stop: Sinnoh. Next report in: Team Galactic has been eliminated, again thanks to these guys (at least according to their report). Well shit, let's actually do something with these guys. They get brought in for special training, and start working in Unova directly under Giovanni's direction, at which point they become *immensely* competent. It's only after they get left to their own devices again that they start to revert, and even then it takes them a while to fully revert to their old boneheaded full-fledged incompetence.
Now, come Sun & Moon, they're still not proving very successful at stealing stuff, but they're actually getting their hands on stuff like Z-Crystals through legit methods. TEAM ROCKET CAN USE Z-MOVES.

Well there is another reason. Jessie and James work as great scouts for finding out where rare pokemon are even if they don't catch them, the still find out where they are.
Perhaps Giovanni doesn't want Ash trying to stop his main plans for world power, so he distracts Ash with large scale plans that he gets involved in and has Jessie, James, and Meowth chase Pikachu. The ops Giovanni partake in don't affect his power much, so success and failure don't matter. Having Jessie, James, and Meowth chase Pikachu would distract Ash and that they fail to hide the competence of the rest of Team Rocket. That's my reasoning, Giovanni has a plan, so he sets up these plans, succeed or fail, to ensure that he will rule the world and/or own many exotic Pokemon, showing off how much power he has.
In other words he keeps them around because they have that rare blend of disposable and invulnerable that makes for good henchmen.
I thinks it's due too the scout reports on all the other regions they went threw and reporting all the other organizations and there collapsing, and of late when they reported in about team flair and about zygaurd they he told them good job, they are horrible at catching things but they reported everything they saw

they changed clothes in unova so maybe something happened between sinnoh and unova. maybe they weren't part of team rocket, they just wore the clothes because they were trying to impress Giovanni and maybe they did in the end of sinnoh and Giovanni let them rejoin
James' family doesn't fund Team Rocket. James broke all ties with his family so he wouldn't have to get married. Joining Team Rocket gave James freedom. Also in a lot of episodes it is seen that James is broke. Neither Jessie nor James are posers. There was an episode of Pokémon where we see how Jessie, James, and Meowth become members of Team Rocket. They graduated first before Cassidy and Butch. The reason why they eventually got black uniforms was because they got promoted, but they eventually go back to the white uniforms.

Not sure about the Johto series, but they have gonne to Hoenn without saying anything and later on, they reported that they defeated and disbanded both Teams Aqua and Magma, allowing TR to enter in Hoenn, and they did the same in Sinoh, saying that they they defeated Team Galactic. It's irrelevant if Giovani belives in them or not, the important is that they went to new continents and the local evil organizations were disbanded, making Jessie, James and Meowth the best agents to send to new continets. This is said in the very end of the Sinoh, when Giovani says that he has a very important mission for them and the so-called mission is to infiltrate Unuova. And guess what, they took the credits for defeating Team Plasma (fortunatelly, they didn't get their hands on Colress' research, meaning that they didn't get the mind-control machine). And to top things off, the same happened in Kalos and Team Flare. I wouldn't fire guys who pulled that off in four diferent continents by simply going there.

Jessie and James are like super spies and are really good thieves, just not good Pokemon trainers. They have a tendency to run into legendaries, sometimes even without Ash and co., so they also have that going for them. They are also kind and caring, as evidenced by the few episodes they aren't used as comic relief criminals, so they are good for Team Rocket's PR (think about it. If you saw people like Jessie and James working for Team Rocket, would you even think twice about joining?).
In addition, there are other possibilities, such as Jessie's mother was a top agent--allowing her daughter to go unsupported might be bad PR within the organization. James' parents are rich and know about Team Rocket, so Giovanni has incentive to keep him happy and keep them quiet. Meowth can talk, and even though that's not something Giovanni found use for personally, he probably knows that lesser members with more time on their hands could probably make it worthwhile.

Ignoring the hunt for a ground electricuting pikachu.... Ash has a knack for finding legendaries and eliminating Teams in their regions. Which leaves a criminal void. By keeping Jessie and James reporting to him, he knows when Teams are down and Team Rocket can move in as well as more details on legendaries then most of his agents. Given few of them have met legendaries like our trio. So even if Jessie and James and fail... Giovanni can still win in the long term with these circumstances.

James' parents wanted him to marry and continue the family line, which was one of the reasons he ran away from home. If they knew were he was all along, they wouldn't have had bothered with putting up missing persons signs.
I love your take on this very important questions. This also made me think of something. What if Giovanni actually want the trio to expose other organizations in the regions from Hoenn on. From Team Magma to the current Team Flare, the trio always get in their way. Giovanni may know of possible rival groups but don't know there goal and that is where Jessie, James, and Meowth come in. To flush these groups out and see who he's dealing with.

Also the reason James is a member of Team Rocket is because Giovani is the only person with the resources to keep his psych bitch fiancé from finding him. When Jame's fiancé manages to track him to one region Giovani quickly sends him to another.
I mean good theory but I think it's much much simpler. In advanced generation, when they tell him they are in hoenn, he tells them to establish a new branch of team rocket, but after ending the call he mutters to himself that he knows they will fail but they'll still provide him with valuable Intel on team aqua and magma. And I'm pretty sure that's what they are still doing whether they realize it or not. They've been following ash all over the world witnessing all kinds of events and powerful Pokemon and then inadvertently passing all of that Intel back to Giovanni in their reports about their failures.
Most likely keeps them around for amusement. As a criminal organization leader, everything is serious. Giovani needs some humor, and is willing to pay for it in the amount of resources he allows them.
Looking at this video now, I believe Giovanni simply just has a soft spot for Jessie, James and Meowth. From what I understand, the three of them were portrayed as much more competent members of Team Rocket in the Black & White anime. I haven't watched it myself (it's just so... Urgh...), but I believe Giovanni keeps them around because he values them as Team Rocket members and knows that even if they mess up, they _are_ still skilled agents. It's also shown in Generations that Giovanni is a very charismatic leader, as the Team Rocket grunts refused to rat him out. And while, yes Generations isn't in the same continuity as the anime, I don't think it's too (pardon the pun) Farfetch'd to assume the anime's Giovanni is the same.

I watch a lot of your videos because they are recommended. However, my issue with you is that you make unfounded assumptions. Theories are fine! But when you take two or three extra steps to prove a point? Makes anything you say seem redundant. Giovanni feels guilt for Team Rocket? Why? Where? How? Theories are one thing, but without any evidence they are just conjecture.
Maybe Giovanni sent them to observe his son, ash under the guise of trying to catch his pikachu.

Anytime they go to a different region they end up not only helping him "set up shop" there but also clear out any competition as well.
Here are a few things team rocket should've done in order for them to become successful in stealing pokemon
1. If they really love to steal other trainers pokemon, and then hand it to the boss, why can't they just steal pokemon in the wild that doesn't belong to any trainer and then no one can stop them or get them back when no trainers or people are watching
2. If they really want to steal Ash's Pikachu, why can't they just murder Ash and all of its friends first and then steal Pikachu, the best time for team rocket to murder Ash and all his friends is when they're sleeping at night, that way Ash and his friends can't tell Pikachu what to do or even if Pikachu uses thunderbolt by itself to stop team rocket, they have a machine that is immune to thunderbolt
3. If they steal a pokemon, why do they have to do the team rocket motto everytime, if they don't do it, Ash and his friends probably won't recognize them even if they stole a pokemon, but ik Ash and his friends is going to chase after them but at least its worth it to not make them know who they really are
4. When they stole a pokemon at night, why can't they just quickly run away and don't meet Ash and his friends or anyone else and then immediately look for a way to get back to headqurters and hand it to the boss
5. When Team Rocket stoles pokemon, and then when Pikachu is about to use thunderbolt to blast them off, why can't they put the stolen pokemon in front of Pikachu and then Pikachu will accidentally zap the stolen pokemon dmagaing their own friends
6. When Ash and his friends are sleeping at night, why don't team rocket locked them up first and then stealing their pokeballs along with Pikachu, once Ash and his friends are locked up, and have no pokeballs with them they will have no way of stopping team rocket from stealing their pokemon
So there are many things team rocket should've done in order for them to become successful at stealing pokemon but they didn't do it in the anime
Ash's Pikachu IS special. Pikachu is one of the worst POKÉMON in the game series and Ash must have some sort of above perfect IV's on that shit.

Atk and add a light ball makes for one of the best glass cannons out there. granted he gets hit once and he's done for..hence glass cannon but all the above mentioned plus have a water type add rain dance to the field your gonna insta kill almost every Pokemon out there in one hit besides ground and rock type.
in my opinion, they did fail capturing pikachu for almost 20 years, but they wouldn't need to report this to their boss each time they failed, so giovanni probably don't know much about it. on top of it, they did successfully (or assisted ash to) disband other criminal organisations namely aqua, magma, galactic, plasma and the upcoming flare, the trio are pretty much the only members who were sent by team rocket to crack down these evil competitors (except plasma). therefore, giovanni has more than enough reasons to keep them as he can sweep the other organisations with the minimum amount of effort and resource
team rocket is actually very competent when they steal and don't battle just watch the black and white anime
I love all theese videos, I've always wondered a whole lot about pokemon, 4 of the major things you've made videos of is what I have been wonderign for years, the pikatchu thing, the why do he let them stay thing and the age thing and the rose thing. Love theese videos keep them comming!

Thats a good point. I do feel sometimes Giovanni just kind of ignores Ash except when there are direct instances of him foiling him. The Unova series was the first time Ash had seen Giovanni face to face and he brushed Ash off like a fly.
