The most ideal way would be to use the Mew / special stat glitch.
So basically, you need to escape a trainer encounter through either Fly or an escape rope, you then need to fight another trainer, and whatever the special stat of the first Pokémon in your party is matches the hexidecimal value of a certain Pokémon, thus making the Pokémon you have in mind spawn.

Pressing A + B + Start + Select simultaneously resets the game without playing the gameboy logo (IIRC?). Why don't you use it?

In order to do manips you need to hard reset the game to get the correct rng seed
