The spotter isn't an included feature. It's a free third-party app called Crew Chief. Look for it on RaceDepartment. I think they could at least include some kind of disclaimer, at least to prevent players wasting time looking for the feature in-game
Raceroom Racing is the best Sim and it getting better and better, great Job! This is the best in game spotter voice I ever heard.
