@@guifdcanalli its probably in part because, when the season first came out back when it was preseason and a lot of items used old icons, there was a bug on pbe where you could get infinite ability haste, a.k.a. 100% cdr, and it was really gamebreaking. its possibly because, on top of fixing it, they added in an hardcap so that its even less likely to break the game as much. plus, it has no real meaning as the max cdr you can have is about 230 or something, less then half the hardcap.
the new urf is bullshit, i cannot understand why the UI says a time of CD and the real CD is belong longer, and some champs gameplay feels slower than it used to be with the old CD system.

To everyone who suggests to disable viego, fix him and then enable him again. I'm pretty sure that all the bugs we currently know aren't even half of the bugs that viego has so if they disable him, vandiril can't make videos about the bugs and riot will never even detect them.
Actualy, max ability haste was capped some where around 100thousand or maybe even higher. It was once done by a streamer TcZwag, on veigar. This bug only worked in preseason, with liandrys. Instead of adding the a.h.,it was multiplying it. And he hit 100% cdr on veigar.
there’s a bug with Viego and Neeko, if Neeko transforms into Viego it restores her missing mana by like 200 she can do this as many times as she wants until she’s at full mana

Bug: 1. Yone ults 2. Sivir uses spell shield 3. Sivir seems like it blocks Yone ult 4. Sivir even gets mana back from E 5. Sivir is then Airborne and takes dmg from Yone's R
Bug: 1. Shaco places a box and *runs far away from it* !!! 2. nocturne ults 3. nocturne jumps with ult on someone(not shaco) that is on top of his box 4. Shaco box does not trigger

As a Neeko, if your team have champions who don't use mana and you have a mana regen item, turn into them and turn back at least can recover half your mana bar

those bugs aren't flashy enough to make a video anyone would want to watch. The only one might be having multiple maidens at once.
