As an outsider to U.K. politics now having moved to Australia in 2007, it seems to me that U.K. politics needs a total root and branch ground up reform. All states and territories as well as Federally, we have ICACs - Independent commissions at against corruption in politics. You need that desperately. Off the top of my head, I’d think about…
- An independent commission against corruption with powers to refer for criminal prosecution
- Fixed term 4 year parliaments
- Maximum term limit of 2 terms for the Prime Minister or a cabinet minister
- Maximum term limit of 20 years in Parliament or age 75
- Universal enfranchisement aka compulsory voting
- A permanent ban on standing for office if fails a criminal record background check akin to a Working with a Children background check
- MMP electoral system for lower house
- Elected upper chamber using STV with restoration of blocking rights for lower house bills
- Upper chamber constitutes a chamber of the nations so that England cannot force laws on the other three home nations (so either a majority of members from 3 out of 4 home nations must vote for a bill for it to pass or have the make up such that the combined members of Scotland, Wales and NI out number that of England).
