That is boiling the rice, not what you are aiming for at all. The rice needs to release its starch, that is what makes risottos creamy. Boiling it under water is not the best way
Risotto should have a bite but no crunch when done. If it has crunch, cook longer, if it is too thin, cook longer. If it is too thick, add a little stock (pref) or water and stir to right consistency.
The wine is not just for taste but to add acidity to balance the cheese and oil. You can just use stock but miss the acidity and flavour. If you want alcohol that you can re-use once open for months you can use dry Vermouth.
You can make risotto without alcohol and use any stock you prefer, I've done that a hundred times and it taste fantastic - especially my mushroom risotto. Just add some lemon zest to balance for the missing wine! 😊👍
Personally i would’ve skipped the lemon juice at the end. The tomatoes and lemon zest in the crumbs were acidic enough. When i tasted it it was a bit too much. Good recipe, just a little bit of tweaking.
Couldnt I just use the stovetop instead of oven to bring tomato stock almost to a boil?idk what temp u used in ur oven but at 400 degrees F seems like it didnt come almost to a boil in even 20 min.Btw this really is one of the best tomato risotto recipes ive ever found!
needs just a little more oil [and butter] with the onion/garlic and some aromatics [cumin, thyme, paprika, etc] for the rice to absorb as a flavour base while toasting - none of the recipes on line seem to advise this but the rice sucks up flavours at each step and this one is a missed opportunity...

You don’t need to add wine to a risotto or any other recipe. Just omit it and add more water instead.

Unfortunately not. Some cheeses, particularly parmesan, use animal rennet in the process therefor not making them vegetarian.
