I wish everyone would take the time to read your post and follow it. Why does anyone comment on a video? Who cares about what others post? You could have done other things with time as well.
A small correction - it's not the Liege Bastogne Liege rule book. The council of Liege issued a publication on La Doyenne earlier this year to commemorate the 100th edition of the race. Each rider was offered a copy of it during the team presentation the day before the race. Which means that the team bus I saw in Liege was this one - yay!
Unless someone smarter knows better, my educated guess is that it's a mechanical access point for the bus itself. I've seen some RV's with tables that pop up in the middle of seating areas like that, however this doesn't have the look you would see with that kind of feature.
Some of the towns they visit only have a limited number of 'nice' hotel rooms. The organizers try and switch it around to make sure every team gets their share. Sometimes you are in a dump, other times you are in a really nice hotel.
The buses have their own generator. They also have their own storage tank for water, waste, just like an RV/Caravan, which they will dump/refill at facilities.
Never get a chance to go inside the team busses? Seriously? There are videos all over RUclips with bus tours. Hell, I think there are about 1,500 for the Team Sky bus alone.
VIP service in trek buses inside , i am a mountain bike rider planing to own "Trek bicycle" to buy self before 14 years but never suces to buy till today.

Trek bus is best bus
+DraganDrabic Did you see the Sky team bus? I feel like the Trek bus is missing several features. That is probably the reason it looks very spacious.
