Hello! I know its a late reply, but you can refer to piano tutorials found in RUclips. You can also learn a song by listening to it ear by ear and writing it down so you would have tabs to follow. I hope this helps. :)

The (3-1) will be played together at the same time. In this case, it is (3'-1) your left thumb will play the second octave 3 while the right thumb plays 1. The ' by the number means it is the second octave.
