I would make a lower third premiere pro project and save it. Now every time you start a new video project, you can drag in the premiere pro created project file. Stay tuned on my channel and I'll make a new tutorial about the subject in a day or so. Cheers!
Super simple! Just create your thirds in premiere pro. Save that file, then you can import that file back into future premiere pro projects. I should do another tutorial on that workflow! :D Thanks for asking!

Yes! You can design it in photoshop and then animate it in Premiere or After effects! :D
