I don't think it's just the make up. My eye color is very similar to hers, and most of the time they appear to be simply dark brown or black. When the right kind of light hits them the right way, they turn into a reddish shade of brown, and with the black make up, it really looks like it's red. A lot of people with dark brown eyes are like this.
