The only stuff that works during combat is the one after the phrase "When in battle". The reason why the speed boost doesn't work is because her skill's movements are considered a skill animation, it's not counted in running/walking mechanic.
Just so you know, that's not the case: either grammatically or mechanically. Grammatically, that would make sense for the damage bonus, but the wiki says that's not the case either.
