I really like the dialogue in this deleted scene. It adds more depth to Batman’s character and his relationship with Harvey. I just don’t like the boring camera angle they shot most of it from. Nice job making the cuts as seamless as possible!
This just demonstrates how the theatrical cut really did Jones no favors, I love how much more intense he is here and even the cackling takes on another dimension. I especially love the alternate take of him setting up the club on the steering wheel. Tommy Lee Jones is still the best thing about Batman Forever IMNSHO, but this pushes it even further into the stratosphere.

While waiting around for a what if director's cut for this film. I have the fan edit version that's as close to Joel's vision as possible. It's called "Batman Forever- Red Book Edition" Brief Synopsis: Batman Forever is a great movie, but there are things in it that definitely ruin the experience. Tim Burton’s absence wasn’t the problem. Intention: Imagine seeing Bruce suffering from sadness, guilt and loads of other psychological problems. Then he turns around and shows us his ass. It just doesn’t work for me. Two face was another problem; he’s supposed to be brain damaged not retarded. Why is he acting like the joker? I also muted the colors to the point where some scenes look black and white with color mixed in. As for Chase and Bruce. Their relationship is pointless and they both know this deep down. The new ending emphasizes this. The action sequences were also a little hokey so I recut those as well. I didn’t try to make this into a Tim Burton film by adding Elfman’s scores from the 1st two films. Instead I kept Goldenthal’s score and added some more of his work. The new music is taken from Final Fantasy: TSW and Alien 3. I didn’t have much of a problem with the Riddler. Jim Carrey is a comedic god. As I recall, Two-Face blames Batman for getting him involved in taking down the mob, but not being able to save him when his face was scarred. So he feels like he lost everything while Batman is still in the same position.
It was actually meant to be much darker, closer to Returns. WB forced it through many cuts. One of the things we lose is Two Face’s character arc. Harvey was Gotham’s leading DA and was Batman’s friend, helping to clear his name of the whole Penguin situation from Batman returns. After that, Batman asked Harvey to meet him on a rooftop. Harvey wanted to retire and settle down but Batman didn’t let him, saying that they are two sides of the same coin. Batman promised Harvey that as a reward for staying DA, Batman would protect him NO MATTER WHAT. We all know what happened after that and Two Face was sent to prison for Two years until he escaped by killing a prison guard, by getting him to play double or nothing, where Two Face’s coin landed on the bad side and he said nothing means you don’t even get to live. Throughout the book, Batman feels guilty about what happened and at the circus instead of saying I’m Batman was going to say something he had mentioned to Dent at the rooftop and actively tries to stop Harvey by throwing a gun to his head, hoping it will distract him from flipping the coin at the circus. Not only is Batman sympathetic to Harvey but Two Face follows his coin much more in this version, not minding when the good side turns up. He even tried to kill Riddler at one point after Face thought that he had successfully killed Batman. The infamous coin toss scene is still in there but as Face clearly explains “For each time Batman and chase pass me, it’s a new chance to kill him, requiring a new toss”. Finally, Face dies differently and it was Dent that chooses the death. After the “you’ve always been a good friend” line, Harvey flips and Batman still feeling guilty only uses something to knock the coin off tangent. Face catches it but before he can flip again to see what is the accurate result, Robin says he acts as though the coin is making the decisions for him and asks him to flip for himself. Face does and WITHOUT looking at the outcome smiles at Robin, says “you owe us one sunny!” and kills himself, making as what Batman says is the first real decision he’s made in years. If you want to see what this film could have been, pick up the Batman Forever book by Peter David.
It was kinda hard to understand cause I can't tell whose saying what in this extended scene. Specifically the scene 0:24 to 0:46. "I'll kill you!" - not sure if Batman or Two-Face is saying that to the other. "Batman doesn't kill, oh that's a good one!" Two-Face for sure "---!!! What's that lethal girl ----? What's that homicidal need in the eye?!" Two-Face again but it's not understandable. If someone has a better ear for it, I'd appreciate it.
"What's that lethal curl of the lip? What's that homicidal gleam in the eye?" I think it was Batman who said "I'll kill you." In the original deleted scene, Batman had a few more lines, but it was the stuntman who said them and he didn't sound anything like Val Kilmer.

"You're a killer too and you know it!" Wow, I wish that line at least made the final cut.

This is on the original script by Akiva Goldsman online.
I doubt this is the only angle they used. They probably did multiple takes with different angles inside the helicopter
Read the Batman Forever book by Peter David. It has all the deleted scenes including this one inside
Batman: Murderer!
“You’re a killer too and you know it!” that line speaks layers. Wish that stayed in the final cut.
