It's understable why Romana wanted to leave. She had to help free the rest of the enslaved Tharil people. In a way, she became like a Spartacus in space. Romana was right, she had to become her own Romana and live her own life outside the TARDIS and to follow her heart and choose her path and her destiny.
I think it would make sense if it was more of a reluctant thing. Like during the Time War if someone had to take control and there was nobody else and people were relying on her. It makes more sense than the Doctor doing it anyway. I don't know how it happens I haven't listened to Big Finish but I could see it under the right circumstances.
