POT grows with metal halide lamps will make this noise across all the bands from a block or more away, Or the ozone generators for the pot grow room as well, those ozone generators are intermittent units as well. I am aware of this from a grow house on our block some 15 years ago my HF bands were crap for the longest time until they got busted and it all went away afterward, and after talking with the police in charge of removing all the hardware from the grow, I was actually able to talk them into turning it all on briefly so I could affirm what I was thinking and sure enough it was all caused by the grow house for almost three years I had this same sound on my HF bands. s7 to s9 plus and it pretty much made it impossible to use the bands. and they were some 5 or 6 houses away and across the street and in a shop behind the house, so it was a great deal of distance away, I was shocked at how far away it was and was able to cause such a strong interference.
Thank you for watching my video, and commenting on it, - I appreciate it. Coupla things.. Your story is almost identical to one I had when this older Japanese couple moved in next to me at my old house just a few short years ago, so I know the feeling. Those houses were less then 20-feet from each other. Most of the interference was radiating from their power meter with was pert-near directly under my Inverted-L for 160m, and 80m. It was awful. An awful feeling to think that your (my?) lifelong hobby of ham radio can go up in smoke like that (pun intended I guess). Anyways, I thought I made it clear in my video(s) that this new problem (at my newest property) was a dusk-to-dawn situation with pretty regular on/off intervals from 8PM all the way to 6AM. So I found the problem, and laid out a bunch of details (and DF-ing concerns) in a recent QRZ posting that I encourage you to read. You can find that here: www.qrz.com/db/w7sj#streetlight
