This legit sounds like it could be a stage theme in Tekken or something and I love that, they went this hard for the background music playing at the Pacific Wharf of all things.
Do you have the background music for the Wine country area of the park? It is very similar to this one. This music is heard while going up the hill from Buena Vista/Cars Land to Paradise Park and the Bay area.
To be fair, Pacific Wharf has the park's international food options. The main restaurant is a counter serve mexican place, and while you sit and eat your tacos, the music makes total sense. Other than that, who knows.

Spain turned over control of the territory to the Mexican government, before the United States acquired California after the Mexican American War. The Spanish empirical and cultural roots are still imbedded deep in California history, having controlled the exports that would sail across the Pacific Ocean. Thus, Spanish music 😊
