Those who have any government position or government job at all consider themselves to be in power over the general public. So they flex the muscle of authority - same as cops do.

Have you noticed that most city/county attorneys are smart enough to not directly engage with public. They stay behind the scenes. That guy is probably working in the private sector, providing bad law advice. He needs anger management classes.

Seems like an inordinately large number of "Constables" for such a small town. Interestingly, "Constables" require almost no law enforcement training, and almost anyone can apply to be one, and they usually only require an appointment from a judge or magistrate. I wouldn't be surprised to learn that they're all related in some way.
