I would recommend to create a new partition on you harddrive and install Windows 11 on this new partition (making it a dual boot) this way you can check if your issue is also present on a fresh system without modifying your current install.
maybe for specific motherboard have some problems, at mine i have asus and i download and install per the official site of AMD, and it doesnt have any problems at all.
Then your system might have been so "dirty". Been updating drivers needed for the chipset only (amd latest current is at ver 5.11, find it at station drivers or asrock trx50 boards web) and its been doing fine. No i dont have any lag or stutters with fortnite (i play it at dx12 but with the lowest graphics settings cause i competitive) with my 5700x + 3060ti.
Don´t know what you have f*d up but you shouldn´t blame user error on AMD, I´m running the latest chipset driver for month without any issues so it´s obviously something wrong with your windows.
I always tell people don't update your drivers unless you need to! Everything's running fine? leave it that way! and we don't need to blame AMD specifically, it can happen with any new driver or update, they can't test everything on every setup. also when's the last time you installed windows? old windows installs can cause a lot of problems, and they even have the option now to reinstall and keep all your programs and files.

AMD and Intel systems here, many very old and surprise, no issues on either platform. People should be made to take an IQ test before owning a PC to avoid all of these moronic baseless comments.

Mine is Gigabyte and no issues here. Asus AMD is known for issues.
If you're using NVME or SSD, turn off sleep hibernate and fastboot.
Microsoft will install the wrong drivers behind your back. People blaming AMD for everything is played out.
