Or safety features like a thick cushion under the basket. If you want, you can also make it more complex so that you can lower a mattress first before lowering the cat.

It wouldn't take much to tip that basket, especially with those inset windows, and any combination of weather like a gust of wind, human operator error or the handle suddenly giving way. Put a pulley outside of the house and hoist the basket down with the pulley, that way it is a safe distance from the wall and won't get caught on a window and tip over.

People have been lowering and raising cats (among other things) out of windows since before the Renaissance.

Cats are pretty clean. When my cat used the bathroom in our courtyard you never smelled anything, so that's probably why the neighbors don't complain. Cats bury their feces, dogs don't, so if it was a dog they would have to go down and clean up after it.

I have 3 cats & i clean their box 3 times a day. Cat pee stinks. Especially in warm weather & if you're down wind. My cat. My cat's piss. Should be my responsibility, not something my neighbors should have to tolerate. Its low class.

If the smell isn't detected I wouldn't worry about it, since they usually go in a sequestered corner or a bush. Duck poop smelled worse than our cat's, and they didn't even have the courtesy to do it in the grass, lol.
I've seen a considerable number of these kinds of contraptions in use on youtube videos, mostly in Europe and Russia. While most appear to be fairly secure and always show a successful lowering and raising I have to wonder how many actually have accidents whereby the basket detaches from the rope or the cat jumps out prior to landing. If one lives on the third floor, why not just accept that you have an indoor cat--thereby guaranteeing its safety from both possible failure of the mechanism and the many dangers it faces in the outdoors? I have to wonder if some of this doesn't have to do with people who are too lazy to deal with a litter box.
What you fail to understand is that this cat has this ride 4 times a day for years without any mishap and loves it. Not to worry, just enjoy the moment.

That being said accidents happen so I would never put my own cat at risk for that. Beyond that, I believe in keeping pet cats safe from predators, cars, poisons and cat hating people who would do them harm by keeping them safely inside.
It is animal abuse. The cat can be knocked off against the window. I am pretty sure it has happened many times. But the owners will never show that part in a video.

I think cat's are masters at balancing. There are other cat elevators and they're always stable with the same rope configuration
