Since everyone thought all we would now see from the new Paper Mario games would be Toads and Goombas, the team decided to use these out of left field enemies to scare you. You don't remember these guys being in any other PM game. That's why they're so uncanny. They also make you scared of what they can do after your turn is over, but sadly they don't do that much iirc, just punches and kicks. The little ones do some kind of spin attack too, but yeah.
