The one displayed in the video is the version without the Legendary Effect. I added the effect via console commands and i've seen it get as low as 5.85 ap per charge or so. A Vats Enhanced .308 Combat Rifle is pretty decent too. :)
i never use VATS for shooting things but i find it most helpful for locating enemies hiding in a bush or otherwise hard to spot and it seem easy enough to believe the pipboy could have a built in targeting system just without the time slowing effect.
This is a nice job, Puma. I appreciate the work you've done. Though it's obvious -- even to me -- that AP cost must be taken into consideration when designing your weapon, there are still builds possible where it just doesn't mean as much. Take me, for example. I'm a mostly stealthy player; sneaking and sniping is my style. I prefer Shadowed Heavy Leather armor and no PA. Also, I prefer not getting hit over having to heal myself all the time. So if I can keep some distance between my target and myself, so much the better. Close to the maximum range at which I can throw a Molotov or Frag grenade -- I usually carry five of each -- is the ideal distance. At that distance in VATS, an optimally modded Deliverer gives me at best 10% chance to hit the torso, whereas a Suppressed .308 Pipe Revolver Pistol with Long Finned barrel, Sharpshooter's grip and (Glow?) Reflex sight will still give me at least 90% chance. For reference, when I stand just outside the red door to Home Plate and aim the Deliverer at John, who is well within grenade distance, I have 15% chance to hit his torso. With the .308 PRP, I have 53% chance to hit even his head! With the .308 PRP I get to make a lot more kills in the same time, and I don't need to get so close that they can even scratch my armor. Since, in my humble opinion, having twice as many shots in VATS isn't any good if you need at the very least four times as many shots to get the job done, I will therefor take even a non-Legendary .308 PRP over the Deliverer any day. If the PRP has a good Legendary effect, so much the better. But it I'm not married to that. (I prefer Explosive, Kneecapper, Staggering, Two-Shot, VATS-Enhanced or Wouding but others may do.) There is ONE instance, where the .308 PRP is NOT my primary weapon, and that is when I get hold of a Never-Ending Pipe Bolt-Action gun. I will immediately mod that into a Suppressed .50 Bolt-Action Pistol with Long Finned Barrel, Sharpshooter's Grip and (Glow?) Reflex sight and use that instead, because of its better damage and the 'unlimited magazine'
Yes, he does. But you must also realize that the in-depth stuff he tells us is not for all players. Some just want to shoot the place up: they hide inside a power armor and start rattling that mini gun. Or whatever monster method they may want to use... Not all of them care about VATS AP cost, or what kind of money is used. Also, your comment is now one month old, and he's had over 21k views now... if you visit the ap portion in the help section of the options menu, you can see the upgrades that increase the ap cost. large, heavy=increased ap cost. quick, light=decreased ap cost, etc.
This vid really clued me in on the usefulness of the Radium Rifle. It's a fantastic "sidearm" for a VATS Sandman Rifleman who finds themself in close quarters.
This video is one of the most useful breakdowns I've seen for VATS users. Thank you for taking the time to do this! As for being limited to 16 shots in VATS, I wouldn't worry too much about the Deliverer. You're basically emptying the magazine with 16 shots anyway.
I wished you'd have taken accuracy into account in place of damage. Choosing shorter barrels and reflex scopes over later longer barrels and more distant focus scopes dramatically affect accuracy in VATS as well.
I use VATS all the time in Fallout and I swear by the Combat Rifle. Very happy to see it at #2! I use the Overseer's Guardian, which is a Two-Shot Legendary effect rifle sold inside Vault 81 for only 2000-3000 caps. It does incredible damage! I personally add a long light barrel. it does increase AP cost a bit, but to me the extra accuracy at range is so worth it. I recently found a two-shot Radium rifle and i was kinda dissapointed it wasn't as good as the combat rifle, but oh well. Made it an automatic backup gun instead :P
I put on all my charisma gear, take a grape mentat, and then get the Overseer's Guardian for about 1500 caps. Then I take off the auto receiver, replace with the highest upgrade, but not 308, because .45s are so much easier to find, and add a dot reflex sight. If I have maxed Gun Nut then I also go for a suppressor. Such an awesome rifle.
I plan to use a Combat Rifle setup as you showed in this video as my primary weapon in FO76. I'll carry a bolt-action pipe rifle too for sniper shots, but probably 99% of my time will be using the short barrel, standard stock, reflex sight combat rifle.
With my current build, more often than not, I refill my AP bar upon a kill with luck perks. Since I'm a stealth sniper, I usually only one or two shots.
I just made a gunslinger vats character, found that having a pipe bolt-action pistol set up as a sniper rifle except with a sharpshooter grip (so it still counts as a pistol) sure cost a hell of a lot of ap, but was handy in eliminating long range enemies until I got the Gun Fu perk maxed
I’ve been on Survival, only, and melee is really good, because of Blink. My last 2 play throughs are melee. For early to mid game, some thoughts: (all weapons are guaranteed, either a dedicated spawn or vendor) 1. Grognak’s Axe is easy to get. It’s got an unlisted effect that reduces AP use in VATS. I get 7 uses instead of the normal 4 for medium weapons. In a way, that’s better than the legendary effects it does list. 2. Pickman’s Blade. Another easy to get legendary, combat knives have so many VATS uses, I forget the number. I use this knife more than anything else. 3. Rockville Slugger. Is there an easier to get legendary? It’s effect of 40% reduction in VATS is so good. Big damage, low VATS, an excellent first weapon. You will find melee weapons with better listed damage, (stunning super sledge can sometimes be purchased!) but the skill Blink is so good, using low AP weapons is the way to go. I’ve never had the Disciples Blade that Puma lists in this video. I can’t wait to find one, finally. So go with the (easy to acquire) weapons I list. Use Blink. You’ll be asking yourself, why shoot stuff, this is better :)
VAT Crit builds are the ONLY viable way to play with pistols in Very Hard because their damage is so inferior and the HP counts are ridiculous in higher levels. Thankfully, Righteous Authority comes early and is perfect for the build. List Damage 100% + 100% Crit + 400% Photon Agitator + 150% Better Criticals + 75% Mags and Bobble + 100% Legendary = 925% listed damage on a never miss hit. With high Luck to charge the meter and the Luck perks that fill that Critical Bank and refill your AP, along with high Agility for lots of VATS hits (including free crits with Gun Fu), and the only thing left is to work up Perception for accuracy on non-crits (helped greatly by Concentrated Fire). Hub's Alien Blaster does the same thing in Alien Blaster form. Sadly, you will have to farm for it in a Plasma Pistol (which would likely be your end game gun). Also, a Freezing Pistol can be boss - but don't use it on any reloading dungeon as it wrecks your save by locking enemies to the floor on reloads. Kneecapper is also your friend. Find it on something that fires fast. Wastlander's friend and targeting legs can fill the hole until you do. The Deliverer isn't that great - as almost any pistol should be dropping 16 rounds in a run if your Agility is worthwhile.
Eh, my dude, I've managed to play pistol builds without relying on VATS and I always play very hard difficulty. just get the scrounger perk and work on stealth, go for lighter weight armor, boost your chem resistant perk so you can just use jet all the damn time and you'll be fine

The Cryolator might be nice for VATS-builds but due to the ammo-issue it's the best suited weapon to throw on a settler and make them guard the entrance of Vault 81 ... preferably with their twin which was outfitted with the Ashmaker *gg*
I’m doing a vats play through currently and have 4 pieces of vats enhanced armor (no mods, I’ve been lucky and gotten 2 off of legendary) using the deliverer the amount of shots I get off with a full ap bar is insane.

Righteous Authority as a pistol SHREDS in a VATS/critical build. The meter fills so fast and the AP cost is so low you can constantly dish out crits whenever you need a little damage boost.
Gave my Radium Rifle(which I personally named the "Texas Rattlesnake") to Curie, seeing as how I'd already ran across a Combat Rifle that did the same thing the same thing does. Then, I hooked hers up with an explosive legendary effect, and simply named it "Radium"...For obvious reasons. Figured it was only right that she should have it.
Fun fact about The Deliverer: It's modelled after the Walther PPK (The gun that James Bond uses.) Which used many different types of bullet. But for the sake of argument let's compare Fallout 4's Deliverer with the .22LR (5.6x15mm) PPK. The .22 PPK had a capacity of 9 rounds with 1 in the chamber. The Deliverer uses 10mm (10x25mm) exclusively and has 12 shots with the standard magazines. That makes sense.
Fun-Fun-Fun Fact The Combat Rifle, Radium Rifle and Sub Machine Gun are all in a .45 Caliber but that .45 Caliber doesn't match the ballistics of either gun, their mags, nor their barrel lengths. The submachine gun shoots too soft for .45 ACP, yet the damage doesn't deal the same as the combat rifle (also .45, from a rifled barrel just like the submachine gun), and the same goes for the radium rifle. The combat rifle's mag is also as wide as an assault rifle mag, meaning it is probs 11.23x45mm (.45 caliber necked up to 5.56x45mm) but that is absolutely ludicrous because by that point you're shooting mortars out of a long barreled rifle. That makes sense
At 11:22 you talk about the combat rifle in .308 (which does have a -10% AP savings for using that receiver) but "as pictured" we're seeing one in .45 caliber. Can you please elaborate?
+1 for early play, even lvl1: 10 mm pistol, mod it to lightweight. only -1 dmg but you can shot a ton with it in VATS. Also excellent secondary pistol to charge up your crit meter. (same can be done with a pipe pistol, make it as light as possible, it can also pew pew pew pew fill your crits meter super fast. :) )
You know Puma, if physics makes you happy, iRL a compact laser weapon wouldn't make a loud PEW PEW noise like it does in the game. It just don't work that way. If it makes you even happier, there also would be 0 recoil as there are no moving parts within the laser weapon, nor anything to cause recoil.
It's based on weight and there's a specific attachment that nullifies this... "Reflex Sights." Although at 10 agility or more this is hardly noticable as it will only give you One extra shot in Vats with a 10mm exclusivley.
My vats build using two kind of weapons. The two shot Gauss. For those easy sneak headshot kill. Dont really like Instigating since Im using companion and travis. The wounding 10mm. For my panic button. Pop a jet unload the whole magz, then goes vats to reload and spend the whole bar and crit stocks. No deathclaw can survive those even at lv 160 very hard mode. Imo, Vats build must go with chem build. Exploiting jet and psycho. And loot lock a wounding weapon for those stacks of bleeding. My armor usually the quantum X01. But after 7 years playing the save file, I finally can try full set VATS enhanced armor and its just nasty powerful. Tried melee vats build, but the survivability kinda hard early. Its crazy at lategame tho. Blink, execute, and repeat.
I found that if you put the 38 receiver on the hunting rifle and you put a small stock quick eject mag in the silencer and the short barrel I found it was a really good for vats
It was my first revlover early game. I expended all of the ammo it came with when I killed kellog. Only to find out that the ammo is uncommon and expensive. I didn't have enough ammo to use it again until finishing the story.
You don't consider damage reduction, the deliverer vs a mythic deathclaw in vats is a joke (and a ammo hole), for me the best vats weapon is the gauss rifle, juste test it against deathclaw or mirelurk queen.
VATS enhanced or just shielded gauss rifle, with McCready perk always give me 80-95% headshot in vats and somehow when you use vats it always shoot at max charge. With mccready perk it is so op the game never been the same after it so i went back to pipe pistol.
Someone correct me if I ain’t right, but i think legendary weapons have better VATS accuracy, even if it’s legendary effect isn’t intended for VATS. My Righteous Authority has insane VATS accuracy.

10 m pistol has even less vats cost than deliverer i compared both and considering que quickdraw 10 mm pistol is posible then 10 posible can be better than deliverer in vats cost at end. Institute pistol is really good in vats too.
For crit vats builds the sawed off powerful calibrated double barrel is actually better then the combat shotgun with powerful calibrated for crit damage.
yep , the damage is crazy with those receivers in special double barrel close to enemy . Calibrated hunting rifle do more damage critic than .50 rifle and the same with another guns modifications .
I found a hunting rifle with no legendary effects in my new playthrough that consumed the same amount of ap as the deliverer edit: I exaggerated, although the ap cost is still lower than a pistols so ??
The Cryolator should use Fusion cells as ammo and more mods. The weapon i like most in the game got the worst treatement. Can't even use. Why did they even put it in the game? I could only kill Bos paladins with the railway rifle. That thing is a beast.

Keep in mind higher damage means less shots to kill which means more opportunities to activate perks like grim reapers sprint, and four leaf clover.

Besides I have found that pistols with lower level have higher critical charger rate. The lucky 10mm has the most I have found.
I've noticed that vats increase damage, not a lot be enough to where I'm using 2 instead of 1 round for certain enemies

The Deliver also has a suppressor on it, so if you play through Nuka world and side with Operators It gets 25% more damage.

Honestly I think the Broadsider is pretty up there, the only negative for me is the amount of AP it uses, but its still great in VATS
im stealth vats user and i always use deliverer but i didnt know it conusme 12 ap
I’m doing a vats play through currently and have 4 pieces of vats enhanced armor (no mods, I’ve been lucky and gotten 2 off of legendary) using the deliverer the amount of shots I get off with a full ap bar is insane.
Best op lengendary vats weapons combo

+ Critical banker perk
Rake up crits with righteous authority
Use crits with Kellogg's pistol to refill AP
Rinse and repeat
.44 is kinda rare tho

Righteous Authority as a pistol SHREDS in a VATS/critical build. The meter fills so fast and the AP cost is so low you can constantly dish out crits whenever you need a little damage boost.
Gave my Radium Rifle(which I personally named the "Texas Rattlesnake") to Curie, seeing as how I'd already ran across a Combat Rifle that did the same thing the same thing does. Then, I hooked hers up with an explosive legendary effect, and simply named it "Radium"...For obvious reasons. Figured it was only right that she should have it.
Fun fact about The Deliverer: It's modelled after the Walther PPK (The gun that James Bond uses.) Which used many different types of bullet. But for the sake of argument let's compare Fallout 4's Deliverer with the .22LR (5.6x15mm) PPK. The .22 PPK had a capacity of 9 rounds with 1 in the chamber. The Deliverer uses 10mm (10x25mm) exclusively and has 12 shots with the standard magazines. That makes sense.
Fun-Fun-Fun Fact
The Combat Rifle, Radium Rifle and Sub Machine Gun are all in a .45 Caliber but that .45 Caliber doesn't match the ballistics of either gun, their mags, nor their barrel lengths.
The submachine gun shoots too soft for .45 ACP, yet the damage doesn't deal the same as the combat rifle (also .45, from a rifled barrel just like the submachine gun), and the same goes for the radium rifle. The combat rifle's mag is also as wide as an assault rifle mag, meaning it is probs 11.23x45mm (.45 caliber necked up to 5.56x45mm) but that is absolutely ludicrous because by that point you're shooting mortars out of a long barreled rifle.

At 11:22 you talk about the combat rifle in .308 (which does have a -10% AP savings for using that receiver) but "as pictured" we're seeing one in .45 caliber. Can you please elaborate?
+1 for early play, even lvl1: 10 mm pistol, mod it to lightweight. only -1 dmg but you can shot a ton with it in VATS. Also excellent secondary pistol to charge up your crit meter.
(same can be done with a pipe pistol, make it as light as possible, it can also pew pew pew pew fill your crits meter super fast. :) )
You know Puma, if physics makes you happy, iRL a compact laser weapon wouldn't make a loud PEW PEW noise like it does in the game. It just don't work that way. If it makes you even happier, there also would be 0 recoil as there are no moving parts within the laser weapon, nor anything to cause recoil.

It's based on weight and there's a specific attachment that nullifies this... "Reflex Sights." Although at 10 agility or more this is hardly noticable as it will only give you One extra shot in Vats with a 10mm exclusivley.
My vats build using two kind of weapons.
The two shot Gauss. For those easy sneak headshot kill. Dont really like Instigating since Im using companion and travis.
The wounding 10mm. For my panic button. Pop a jet unload the whole magz, then goes vats to reload and spend the whole bar and crit stocks. No deathclaw can survive those even at lv 160 very hard mode.
Imo, Vats build must go with chem build. Exploiting jet and psycho. And loot lock a wounding weapon for those stacks of bleeding.
My armor usually the quantum X01. But after 7 years playing the save file, I finally can try full set VATS enhanced armor and its just nasty powerful.
Tried melee vats build, but the survivability kinda hard early. Its crazy at lategame tho. Blink, execute, and repeat.

It was my first revlover early game. I expended all of the ammo it came with when I killed kellog. Only to find out that the ammo is uncommon and expensive. I didn't have enough ammo to use it again until finishing the story.

I always use the deliverer to get a Critical and then switch to my gause (gaous, Gouse? Idk how to spell) for the final blow.
You don't consider damage reduction, the deliverer vs a mythic deathclaw in vats is a joke (and a ammo hole), for me the best vats weapon is the gauss rifle, juste test it against deathclaw or mirelurk queen.

VATS enhanced or just shielded gauss rifle, with McCready perk always give me 80-95% headshot in vats and somehow when you use vats it always shoot at max charge. With mccready perk it is so op the game never been the same after it so i went back to pipe pistol.

Someone correct me if I ain’t right, but i think legendary weapons have better VATS accuracy, even if it’s legendary effect isn’t intended for VATS. My Righteous Authority has insane VATS accuracy.

What is the AP cost for a gauss rifle with and without VATS enhanced atribute?
It varies. I think it's in the high 30s, low 40s. I highly recommend you avoid scopes as they tend to increase ap cost.
10 m pistol has even less vats cost than deliverer i compared both and considering que quickdraw 10 mm pistol is posible then 10 posible can be better than deliverer in vats cost at end.
Institute pistol is really good in vats too.
For crit vats builds the sawed off powerful calibrated double barrel is actually better then the combat shotgun with powerful calibrated for crit damage.
yep , the damage is crazy with those receivers in special double barrel close to enemy .
Calibrated hunting rifle do more damage critic than .50 rifle and the same with another guns modifications .
