If you are the world record holder of the fastest time ever recorded in the 100M and you are still alive then that person (Usain Bolt) is currently not only the fastest man in the world but the fastest man who ever lived. Noah can have the title of the fastest man currently competing but he's not the fastest man in the world as of now. Simple.
This conversation of "fastest man in the world" was never about "the fastest alive". Ever. Carmelita Jeter was likely the first to get the "fastest alive" because FloJo was no longer with us. When Shelly Ann beat her time in June 2021, my people representing the black, yellow and gold wished to adorn her with a title and so started this "fastest alive" stuff. As Elaine beat her time a month later, since they were still competing, it's somewhat appropriate to call them that because you can't call them "fastest ever" or "world record holder".
