The season was written in 10 episodes before HBO decided to shrink it down to 8 for budget reasons. The showrunners decided to keep the script mostly unchanged and cut it short instead of squeezing the story into a shorter time, which means the "finale" is not really a finale and next season will start with what was meant to be episodes 9 & 10.
I must agree, Daemon just hiding at Harrelhall ALL SEASON was not satisfying
