I tried fixing it for a month and left it in a corner of my room. It was impossible for me to get a new gpu because of the curent market state and the country i live in. Brother, desperately need your help. Did the same thing you did but when I save it and close then my pc restarts and is set to defaults tuning setting. I am facing 300 Mghz core clock on stress tests and under loads
Instead of putting your settings your maximum to the highest you can, try setting your maxium to something a little bit lower. The its impossible for you to notice the difference in performance but your PC might stop crashing.

Ok. So both of you have better hardware then the minimun required. Raihanul, your CPU is barely the minimun, so it might be a littler tight in the next fee years. d0rph, yours is a bit better, so you still have a few years until its not enough. Both GPU and RAM are enough aswell. So I guess that the problem is something I also had while playing LoL and Valorant. You guys try opening AMD Adrenalin and disable the ReLive option (the one that records your gameplay). That low fps may be caused by AMD's Software not recognizing the openned game and is giving its attention to the Desktop, which drops the game's fps. So open the Adrenalin and go: Settings>>General>>Recording>> Record Desktop = Disabled // Borderless Region Capture = Disabled. This might work... If you guys usually need this tool to record stuff, try disabling it, check if the game goes back to normal, then enable it back again, it works for me. Let me know if it works.
And also... I dont know how heavy are FIFA games, but 4gb of vram its not THAT much for some games (and again, I dont know much about FIFA). So definitly try reducing a bit the quality of graphics to make sure its OK

Where do you get all this information so I can educate myself more? This was a lifesaver. Amd's drivers were so buggy and problematic for me. Even my clock ran between 200-300 by default on desktop and everything was laggy.
If one of the web browsers is open, google yandex is not important, also by saying the background workers of these apps by terminating their task task from the Task Manager. The problem is solved
This is a "bug" that happened. Your GPU would be running in an xtremely low clock, do this just puts it back at the same level as it were before bugging. Every OC tecnicaly shortens the life of the GPU since its running in a higher clock, but if you do a safe one, its not something you should worry about.

guys i have found a solution for me and I think it is worth a shot, go to device manager and find your display adapters, disable and enable again, check to see if it worked. Mine worked with this method

I have the tuning tab for my dedicated graphics card but not for my integrated one (which is the one that has the bug) :(
This tuning tab is something linked to overclocking, and probably an integrated GPU is locked for OC

Try doing the same steps, but since Ryzens IGPU are Vega, Im not sure it would work..
