Thanks for this topic and I agree with your take. My two cents is that many companies prefer hiring via staffing agencies is also because they want to test the candidate. They outsource the risks a wrong candidate could bring to the project over to the staffing agencies instead of taking it themselves if they would have hired them as employees. Many companies will hire freelancers as their FTEs even before the contract is over whom they have already worked with and have proved to be a good fit for their project. So staffing agencies can be one of the many pathways to land an FTE position with a good company even if one has to pay a commission for a couple of months.
