we cannot waive financial statement. however, you don't have to have the funds required, use the part of the form that says that yours attendance is allowed only with departmental support (we do ta and ra positions). CAN YOU HELP ME, WHAT IS THE PROBLEMS

Lot's of youtuber said that in usa international students can't work they don't have permit to work legally then where from you get this 20 hours/week cap even i go through the usa international students policy i didn't find anything about work guidelines for international students where you get this information mention your sources so I can realised where I am wrong.
But right in the admission letter itself if its stated that the course in which I've been admitted into are not eligible for TA/RA, should we still apply and go for that admit ? Or go and try for another university ?

No, because as far as I know some of the universities requires few course credits before applying to any assistantship position.
