There's bound to be a LOT of injuries.... everything flying around at very high speed, including glass. There will be a total loss of electricity, the water systems polluted and down.. no pumps operating, lots of collapsed infrastructure. Grocery stores may be trashed . Very difficult to move around until the water subsides. And getting emergency personnel in adequate numbers to the scene will be really constrained. Probably helicopter airlifts mandatory... the local airport is very close to the ocean, at very low elevation, and is probably upside down with heavy damage.

They can rebuild fast, Mexico is a rich country, they have oil, precious metals, fentanyl, human trafficking. tourism etc.
Obviously not as rich as the United States, not only economically are you rich,but rich in stupidity and mass shootings etc.
