The titles of that era are still counted towards Austrian championships though. It's not like there were any better teams outside of Vienna in those years.
That's because the Viennese clubs used to be the best in the country. Sturm Graz had the chance to be promoted twice in 1937. But they didn't make it through relegation. In 1965 Lask came and was the first Austrian football champion who did not come from Vienna. The other little club from Vienna is the only club in Austria crying around and trying to falsify history

also I think legally Admira Wacker also claims the title of SC Wacker, even if they formed a new club - it's a bit like the Salzburg situation really, but way more confusing
