Is it really illegal to wear clothes? Everyone could wear that on the train and if the police came along and arrested them what would the argument be in court: Dressing up in a train (period).

But its the same with legal guns or some tools. Even IF you have a permit to own and carry a gun you are not allowed to carry it open for everyone to see. Nor could you walk around with an axe in-hand in public.
Because you dont look like the usual army- or police-member and that could make others feel uncomfortable or even in-danger.
(potentially triggering painc or an accident. Or catching a police-bullet.)
And thats why its "illegal" in many parts of europe. Thats called Indecent exposure.
But this isn't a gun or tool it's clothes you don't need a permit to wear it, but I understand what you mean about it could scare other people but I don't think anyone think they are serious because how many police enforcements take the subway??
I could just wear a firemans suit in the subway with one of my friends, do you serously think people thinks there's a fire when we just stand there???

Yes, maybe there could be just one person that thinks "There may be a fire around, better walk to work !" because of you dressed up like a fireman. Thats called gullible.
The "Indecent exposure" law is just there to "save" that one person that could be there / offended. The Police may ask (not force) you to walk away and dress up in civil clothing.
Its not like that I would run off in fear if some guy walks around in SWAT or Michael Myers outfit. But I see where people can get the point to "not want you to dress up like that" during the week.
Best way to dress up "all crazy" is halloween. I love running around with a mask and chainsaw combo.
And the cops / civis wont get that angry.
Yup but my point is still why would anyone get angry or scared if they saw 2 SWAT guys (without any weapons) in a train it's something else if there's more than 3 people even without weapons.
