The fact that many domestic disputes that spill into the public domain involve people who do not want others to interfere is true but irrelevant!, when something is happening in the street in public that becomes the business of the public, what matters is not who deals with it but how, method and manner being the key factors to resolution, for this to be possible the people involved need to be able to engage with the public on level terms with mutual respect and trust, this goes both ways but the public face of the police is the most important first step, intervention if done carefully and politely usually works very well. For me however it is the quality of the police response which is the issue, I have always been able to stop people in the middle of what they are doing, but without physical intervention, apart from being right there, eye contact and my own confidence is all I need. Of course to do that I have to be right there when it happens because every actual situation is different and there is no ay to anticipate what you need to do, all you can do is observe the people around you and not react to them, wait until it is clear in your mind and act-on!, taking the event to another level, usually de-escalating the situation. The strategy I use is one that suits me, while parts of it might be useful to others that is nit for me to judge but some things are always excluded!, dominating tyrant behaviour is always no good, in extreme circumstances when someone is in obvious peril because the assailant is wielding a weapon just about to strike I would consider going in with a 'Rugger tackle' if that seemed feasible, this ends in a rolling tumble and release, works very well the fighting dogs!. The idea that difficult people could or should be 'removed from the streets is a typical cognitive delusion, you have to know who they are and stop them going out in order to prevent them!, that does not of course apply to repeat offenders, they require more careful treatment, whatever the problem was the first time must be properly resolved not denied and dismissed because it does not fit our cultural patterns.
