  • Take a glimpse at this orientation on colorum ambulances, led by DOTr-SAICT, in collaboration with TESDA and DOH - along with various public and private stakeholders.
    While enforcement and apprehension was discussed, there was also a lot of talk about information campaigns, education and about working directly with legitimate stakeholders, such as LGUs and volunteer organizations, to provide them with the appropriate training and assessment under TESDA, so they can be professionalized and legitimized on the road.
    Ultimately, road safety is the goal here. Not only because of the accidents that can be caused by untrained drivers racing around with sirens and blinkers, but also because of the mistrust it can cause - with the public knowing that many “emergency vehicles” or emergency lights are being misused.

    Sa wakas! Andami mga barangay service vehicle na meron ambulance label tapos wala naman medical equipment tapos ginagamit lang for transportation ng mga barangay employee para maglakwatsa!

      Araw araw madami municipal ambulance dumadaan sa QC. Mga galing Laguna, cavite,Valenzuela, Rizal. Pag holiday naman wala sila😂. Walang magkakasakit pag holiday😂

    LTO needs to suspend revoke licenses for violators....specially those who try to get away from apprehending officers that alone should warrant revocation..

      @@JassonQuill No. Impound and Crush to destroy the fake ambulance.
      There’s no guarantee the fake ambulance is road worthy. It also cost a lot of money to convert a van with medical equipment. So you should only outfit a brand new van with medical equipment into an ambulance.

      And what good does this do? Saw a video of one driver who allegedly had 6 different driver's licenses. Whenever he gets apprehended and get his license taken by the officer, he just applies for another. So really.... this is not going to help.

      @@Harthelos04 so whats your solution? rather than talk about how people can get away with it why not talk about solutions..my take on that getting fake licenses is simple if they are not in the database they should get jailed for that. or whatever punishment deemed necessary. dont be a negative thinker. sigh pinoy ka nga

      @@sspetnazz When you said "pinoy ka nga" you sounded more pinoy than me. I despise being a Filipino because of people like you. I just responded to your comment. You did not ask for a solution so why would I go the extra mile and provide one?
      Now since you asked. And hear me out since it's a bit long.... what needs to be done are the following:
      1. Revoke everyone's DL, I understand there will be mass disruption in our everyday lives for maybe at least 1 week or 1 month at most. This will test the efficiency of a new system when we apply for a new DL. (This is quite a stretch and a bit impossible but if properly done, it would definitely help our future)
      2. Let everyone go through the proper channels of acquiring their DL's(The mandatories are driving tests, drug tests, comprehensive test on road signs).
      3. Allocate funds for impoundment lots. Impound vehicles who are driven by repeat offenders.
      4. There will still be violators in what is said above so we should pay traffic enforcers by commissions on how many they've apprehended. They are enforcers yet they are not ENFORCING any rules maybe because of low salary, I don't know.
      5. Create a proper system of tracking violations (I remembered I was apprehended for a newly installed NO U-TURN slot WITHOUT A SIGN but I never paid a fee yet I was given a ticket).
      6. Violators will still get demerits. 1st offense, 2nd, so on... But consistently violating will get your license permanently suspended. If you're caught driving without a DL, you'll go to prison for 3-5 year.
      What the Philippines needs is a VERY STRICT SET OF RULES. Not just a mere revocation of license but rather a severe punishment of prison time. My wife's uncle who was involved in a multiple car crash because of DUI and almost killed someone got his license revoked for 6 months. 6 FREAKIN MONTHS. DUI alone should give you at least 6 months of prison time. But he never did go to prison, and he's back to driving this very day. Think about that....

    Andame niyan! Sa EDSA at Commonwealth. Nakakapag taka pa at anlalayong lugar pinanggagalingan like Cavite, Laguna, etc. Wala bang hospital sakanila? Para "ata" makaiwas traffic ang mga VIP ambulance na ginagamit. Grabe pa maka wang-wang.

      I remember when HPG were cracking down on private MC escorts with wang-wang and blinkers.
      We immediately noticed an increase in luxury vehicles being escorted by ambulances.

Every day as I drive in Commonwealth - EDSA there's a lot of ambulances from other provinces. I think its becoming a "meta" for VIP to use ambulances instead of private vehicles. Just my observation.

      Tanong din ang ibabalik ko sa tanong mong to "Wala bang hospital sakanila?" bawat probinsya ba may ospital na may specialization katulad ng heart center, lung center etc.? Alam mo naman siguro sagot, minsan gagamit ka utak wag puro iyak sa internet lol

      @@jomari945 Andaming malalaking hospital sa south, pero given na din yung sinabi mong walang specialized duon, hindi ba mas ok na mag tayo sila ng specialized hospitals malapit sa lugar nila? kesa byabyahe sila araw araw pa-quezon city. Kaya lang naman ako naging skeptic kasi nakakasabay ko mula Commonwealth - EDSA yung mga Ambulance galing South. So parang di naman sila dumadaan sa mga specialized hospitals kasi nasa bandang QC, Circle yung mga specialized Hospital.

    In the UK it would be a heavy fine and possibly even a prison term for driving a vehicle with blue lights without being qualified and part of a genuine emergency organisation.

    The best talaga ang pinoy pagdating sa katarantaduhan...actually before pandemic talamak na yang ambulansya na nagmamadali with all the siren and lights on speeding on the roads at nakasara ang curtains or tinted naman ang mga salamin pero ang nakasakay e yung mga opisyal ng city hall/munisipyo/barangay...onli in da pilipins talaga...wag na tayo umasa ng pagbabago o pag-unlad sosme!

    This is more prevalent in SLEX as well when it's rush hour or traffic. You can see ambulances coming from far-flung areas some from different provinces pa. Mas malala, some do convoys of 2-4 ambulances all coming from different LGUs.

      What's the problem with that? I have a relative that's needs to be transported in an 8hour long travel just to receive sufficient care. Kung may magandang hospital sa probinsya, magtiwala ka ayaw din nilang ibiyahe pa sila sa napakalayong hospital para lang mabuhay.

    This is a simple solution...AMBULANCES should have a specific look and model of the vehicle...the problem here is AMBULANCES in the Philippines have different vehicle model types...

      Or simply reserve specific plate codes.
      Sample:
      PTV for patient transport
      AMB for ambulance
      EVV for electric or hybrid
      Or another is full orange for PTV then Red Orange for Ambulance.
      Better yet combination of both.

    My wife and I spent 30 days last year in Palawan , Manila and sorrounding cities , Bulacan , Bataan and Pampanga, we must’ve seen almost 100 ambulance or more and all of them were using the lights and sirens, I was just wondering if all of them actually had an emergency patient in the back. 😅

      Some "ambulances" are treated just like any other vehicle that happens to be in the fleet.
      So it gets used to transport people around, pickup goods, escort vips etc etc.
      What they're worried about, is people becoming blind to legitimate emergencies, because they're so used to seeing vehicles being used for the wrong thing.
      It became pretty common to just throw lights and sirens on a vehicle - especially if it's government owned (whether it's local or national).
      Even many vips have been showing off on TikTok about how they've added emergency lights and sirens to their SUVs, so they can rush through traffic and avoid being flagged down by enforcers or officers.

    In the US, they are called “Ambulette”, there is a distinction between an ambulance and an ambulette where on is used for non emergency like dr appointments etc, ambulance is used for emergency only. Philippines should implement these two classifications

      I guess that's similar to having 'patient transport vehicle' and Ambulance.
      The PTV sounds like what you call an ambulette.
      According to the speakers, PTVs are for non-emergency use and are prohibited from having emergency lights or sirens.

    i just cant imagine there is this discussion , if anyone is caught imitating an emergency vehicle it should never be tolerated and shall be held accountable and punished accordingly. An ambulance shall have a standardized markings and be equipped as a emergency transport

    Check the northbound Quirino/pedro gil exit of skyway, there are these ambulance"S" that goes to "work" at the same time as I do. After leaving the toll booth's, they fire up their horns and head towards Roxas Blvd.

    I think one way to distinguish colorum ambulance from legit is requiring them to put a body# or identifications on all sides of the ambulance, just like our buses. This is just another way to help enforcers track them down if needed.

      The problem is that sometimes they're legit vehicles, they're just being used for the wrong thing.
      Although typically it's a PTV that's marked as an "ambulance"
      They did discuss the potential of QR codes thar will make things easier for enforcers to verify and validate.

    Heres a suggestion : Certification for the drivers for the said vehicle. Give them atleast a year or more to get said certification for them to drive an ambulance. -- now after few year make a rule that driver will be apprehended/ imprisoned for x years with no bail. Not only you will get certified ambulance drivers, you will also get LEGIT ones.

    pwd naman siguro makita sa harapan ang laman ng mga ambulansya kahit seconds lang na pwd mag menor lang sandali at silipin ng enforcers ang harapan. dito nga sa fairview ang mga nakasalubong ko na nag siren kita sa harapan mga pasahero. kelangan mas malaki ang penalty pag nahuli. revoke lisensya o impoung ang vehicle. para matigil ang kabalastugan na yan.

    I've never seen so many "ambulances" here in the Philippines. Ambulance here, ambulance there. Always with lights and sirens and or just lights driving fast and going past people. Hospitals should only have ambulances and or a private company that only has ambulances. People who pose as anything should be arrested especially driving without a license.

      But the moment an enforcer flags down an "ambulance" that's being used for the wrong thing, the driver will lie, and the public will bash the enforcer saying he's stupid, he's heartless, that he's a crocodile for stopping an "emergency vehicle" etc etc.
      That's the sad reality.

    I suggest ambulance should have special plates to recognize a legit ambulance, special driver's lisence too because this are emergency vehicles that needs driving skills not just an ordinary driver

      I guess that's essentially the purpose of DOH requiring ambulances to be registered with them.
      And supposedly they'll soon require each ambulance to carry a QR code that can be verified by enforcers.
      But it's claimed that many vehicles are being registered with the DOH as patient transport vehicles - which is much easier. And then the blinkers and sirens are being added later, even though those are meant to be reserved for vehicles that are registered as ambulances.
      Sometimes even the idea of a franchise can be abused. Look at what happened with the "premium taxi" vans which the mmda keep apprehending as colorum. Well at least before, I don't know if they're still being apprehended.
      Some operators said they were told that if they get a franchise as a premium taxi, they can actually operate more like a UV Express and create whatever route and fare they want, without being apprehended, or that at most they'll just be apprehended as "breach of franchise" instead of colorum.
      Personally I've never seen a "premium taxi" van that's operating as a taxi. I've only ever seen them operating more like a colorum van or colorum UV express.

    thats why ive been saying those with illegal blinkers should pay a VERY HEFTY FINE.
    Not sure what protocls ambulances in the Philippines follow. But stable patient transfers should not need blinkers and sirens.

    It’s about time. Dami na umaaabusong ambulance kuno sa kalye na laging nagwawangwang para lang makaiwas sa traffic. Naapektuhan tuloy yung may mga legit na emergency cases dahil di na naniniwala yung ibang drivers sa urgency ng ambulance.

    I think that the only way forward in this terrible situation is to penalize the passengers in the fake ambulances with a custodial sentence because they know it’s a fake ambulance and they are aiding and abetting the chrome,I think it will work!!🙏🙏

    Ambulance should not be tinted and be covered only by curtains made for windows, and the front windshield should be not tinted and equipped with lights inside so that enforcers can easily differentiate the real and fake ambulance. that should be the basis of LTO of how they're going to apprehend those ignorants

    Every ambulance to have on-board recording cameras.
    Every call should be issued an " emergency response number" ( ERN) with time stamp .
    This can all be done electronically without driver able to tamper with said system.
    This abuse has gone on for year and it involves no only ambulance but also police and BFP and it has been allowed for so many years now that it will take a very conserted and disciplined effort to eliminate these abuses.
    It seems that a uniform or just a little authority, especially in branches of public servants , goes right to there head and gives those abusers a licence to do whatever they want to whomever they want.
    The national highways are turning into a sharktank because of such abusers.
    If caught, maybe a year working on a canel clearing crew will teach them to have some measure of humility.

    They should implement heavy regulation for using ambulance all over the country. I noticed that in our town. At one time there was an emergency but because the patient did not vote for the setting Mayor so they denied the request. But they are using it for their own personal purposes.

    why do we make apprehension of erring ambulance driver so complicated? emergency ba kung walang sakay na pasyente? in the middle east pag nakita ng police ang ambulance with sirens on escorted yan up to the hospital at pagdating duon at walang pasyente kulong ang driver.

    Kapag ganyan ikulong nyo lahat ng pasahero at driver pati ang may ari ng sasakyan kung walang batas gumawa ng batas. Kung colorum sundan nyo sa hospital at doon nyo huliin malaki ang multa impound ang sasakyan.

    Mostly you see a "fake"ambulance or ambulances being use for private personnel transport have a very dark tint on it. To avoid getting detected if this a fake ambulance or just transporting non emergency personnel.

    Kailangan pa b sila pagbigyan s kalsada..NAKAKAWALANG gana/pagbigyan. Sinasamantala nila "emergency" purpose...kailangan transparemt ang mga WINDOWS nila..para madali masilip...dapa 100k ang parusa at revoke lisensya at impounded for a year ang vehicle.

    PTV is not an emergency vehicle. Vehicles impersonating an emergency response vehicle should be impounded. Put a hefty fine, let's say Php70-100k, payable within 30 days. If they don't pay the fine within that period, the vehicle will be repossessed and auctioned. Proceeds will be returned to the owner but the fine will be deducted as well as additional costs(administrative, etc.).

    Tama Yan mga sir kc madalas abuso lalo na yung sa mga barangay. Ambulance/ Emergency / Rescue at Patrol kuno mga de wang wang at blinkers kuno pero walang stretcher, walang oxygen tank at first aid kits at wala din first aider kundi driver at mga pasahero. Yan Ang makikita mo sa karamihang service Ng mga barangay Pati ilang mga security agencies may mga wang wang at blinkers Ang mga service vehicles. Sa Cavite nlang sadyain nio mga boss hindi kayo masi zero.

    It's about time that these ambulances are checked. Ambulances shouldn't have tinted mirrors so that it can be clearly seen if they have a patient inside or not. Some LGU ambulances are abusive, I once saw 1 passed the traffic and its destination wasn't an hospital. It went to the barangay hall and parked without any patient being brought down or brought in.

    Ambulances and PTV vehicle plates will have to be registered to a government body. We will find these violators by using video licence plate readers that will, in real time, determine if the plate is registered to the government body. If a private plate, immediate apprehension, vehicle impounded and crushed, licence holder banned for life for very first offence from driving, huge fine.
    In a very short time, this problem will be solved.
    Use the video licence plate readers to scan for stolen vehicles as well.

      The difficulty is that sometimes, or I think someone even said 'a lot of the time' , it's really government owned vehicles that are being used in the wrong way.
      So it would likely take quite a bit more than that.
      And it's really more than just the vehicle, it's also about the driver, the use at the time etc.
      All of which pose challenges, especially because enforcers don't want to risk delaying a genuine emergency.

    Employers should also be accontable for making sure ambulances have visible certifications on the windshields that can be scanned easily by the enforcers. Not stickers because we all know how easy stickers can be copied.

      That's one of the things that was discussed, the potential use of QR codes for verification.
      But of course sometimes its really a legitimate vehicle, but it's just being used for the wrong purpose.

    Ang naaalala ko rin ay yung mga funeraria that label vehicles nila para sa patay na "ambulance." Practical ito kasi pangit sa hospital na may nakapark na karo, so by labelling it as Ambulance, hindi matatakot ang mga gustong bumisita sa ospital.
