@Mr. Awesome I live in Ohio and anytime a child is reported as being missing or abducted the Sheriff of the county where the child was reported missing or abducted will issue the announcement and encourage the public to serve as the additional eyes and ears of the law enforcement community to help the authorities find the child alive and safe.

The cow was believed to be called “Wellington’s Victory.” There were a bunch of deaths, 2 of them were Amber Haggerman and Wellington’s Victory

I've never heard a Child Abduction or Amber Alert EAS message with an automated voice. It's usually someone talking rather fast.
