    Why is 9 on top of 9+99 when in fact the condition probability formula is
    p(B|A)=p(AandB)/P(A)? Shouldn't 9+99 be on top? E.g. 9+99/9

    What is base rate?

      Base is number that succeeds the
      word "of"
      E.g. ___ is what % of ___ . Or the number to which a percentage is based
      Rate is the decimal form of the percentage. However, I actually think the instructor intended to say " people tend to forget about the base' rate".
