I feel like this video is backwards haha. I'm an American, native English speaker from California. I think this is actually backwards from how we use it in casual speech. If we are at a restaurant we will say "Im going to have a salad" only it comes out as the quicker version "I'm gunna have...". My peers and I only use the term "will" to emphasize a certainty and dedication to do something, like if I put it off for a long time and I'm finally going to finish it. "I -will- wash the dog this morning" means the dog will definitely be washed by me or hell freezes over. "I'm going to" is used to talk about the desire to do something or the casual intention without certainty. But "I will" means you have real plans to do something. Maybe this is a California thing and maybe the root of many misunderstandings between Californians and other English speakers. A lot of people say Californians don't mean what we say but I think a lot of it is lost in the details of our vernacular.

In the video it tells you to express predictions base on present evidence using going to, so think the answer is obviously going to. Weather forecast is the evidence for the speaker to predict the future weather.

In formal speech we would use the future (your second and third options). But informally we often use the present, "are you free tomorrow?"
