No one crosses the finnish line (guarding the ports) and Uralic Brothers United (after capping the Soviets - and getting the required puppets - justified on Hungary and defeated the Axis alongside the Allies. In my second try at Finland in this DLC, I had 42 factories by the time the Soviets attacked. Not enough of them were mills though, but I did have lv 6 forts all across my defensive line.
You used to be able to stack Long range support companies with Engineers which both buffs your units defense and has a better recon stat than any other support. IDK if its still in effect since I haven't player for a while after getting almost all finland and puppet achievements.
@chaoticflorius that is something you can hardly change but I achieve 45 working civ with that I can build fortresses so I need less man to guard the frontlines. I can use hospital companies to get back the lost manpower. and ask for guns and other stuff. It is important to build a little fleet so you can prevent the naval invasion to some extent. You can ask for convoys.
