FAIR USE**
Copyright Disclaimer under section 107 of the Copyright Act 1976, allowance is made for “fair use” for purposes such as criticism, comment, news reporting, teaching, scholarship, education and research.
Fair use is a use permitted by copyright statute that might otherwise be infringing.
Non-profit, educational or personal use tips the balance in favor of fair use.
FAIR USE DEFINITION:
(Source: en.wikipedia.or...)
Fair use is a doctrine in the United States copyright law that allows limited use of copyrighted material without requiring permission from the rights holders, such as for commentary, criticism, news reporting, research, teaching or scholarship. It provides for the legal, non-licensed citation or incorporation of copyrighted material in another author’s work under a four-factor balancing test. The term “fair use” originated in the United States. A similar principle, fair dealing, exists in some other common law jurisdictions. Civil law jurisdictions have other limitations and exceptions to copyright.
U.S. COPYRIGHT OFFICE- FAIR USE DEFINITION
(Source: www.copyright.g...)
One of the rights accorded to the owner of copyright is the right to reproduce or to authorize others to reproduce the work in copies or phonorecords. This right is subject to certain limitations found in sections 107 through 118 of the copyright law (title 17, U.S. Code). One of the more important limitations is the doctrine of “fair use”. The doctrine of fair use has developed through a substantial number of court decisions over the years and has been codified in section 107 of the copyright law.
Section 107 contains a list of the various purposes for which the reproduction of a particular work may be considered fair, such as criticism, comment, news reporting, teaching, scholarship, and research.

I dont understand why you just dont say fuck off when a clown to ask for ID.....you guys are just too much.
Get to the point and tell them to fuck off.
Sometimes I go through all the comments I don't read them all I just hit the thumbs up
To make you look better that's what everybody should do it helps with the algorithm
People need to remember the freedom Of press means the freedom to press for information, As you have the right to Pressure The government Since you paid for it , The government can't tell American's that they are Beneath them , Because the american people are the boss , anyway fun
I would just ask cops all kind of questions like favorite color or movie , I would do everything in my power to keep the cop talking lol you want the government employees to give out as much information as possible , Remember to ignore their questions for their questions, don't really matter
b-roll footage ,is not a crime
2:43 "He's failing to give me his i.d.." FYI he's not failing to give his i.d., he's refusing to give his i.d.. This individual is proof that law enforcement is scraping the bottom of the barrel these days.
The first LEO looked & sounded stoned. Completely ignorant of laws, and wasted not a single second before calling for back-up. Bet she has never made a solo arrest.
She?
@@Bonypart oh did I guess the wrong gender? My bad.
Although there were 5 Cops with guns encircled around him lying and demanding that he has to I'D, they swore that they're not HARASSING him! 😂🤣
This is beyond insane. A guy with a camera causes 5 cops to be there? They must have way too many cops in California considering how many show up when someone has a camera. This is beyond ridiculous.
I love how shocked that cop looked when you said no to him,😂. Priceless.
Like nobody had ever said no to him
@metaboss2021, absolutely, and more should start telling them that !
His brain definitely short-circuited for that moment....he was done😂
I love his demeanor while he’s dealing with these tyrants.
Same here, just found this guy and he's so calm and relaxed. Not just that but he barely even sounds inconvenienced, like "look how little your presence means to me".
Its disgusting that our public servants have been so dumbed down, that they don't have a clue about our basic rights that this country is founded on
They don't care. They only care about domination and control. Common sense is trained out of them while paranoia and superiority is trained into them. smh
They were dumbed down in childhood. Shouldn't matter if yiu work at Chipotle or law enforcement. The constitution and our rights should be taught in school
I LIVE IN A RETIRMENT HOME AND THESE COPS REMIND ME OF MY NEIGHBOURS A BUNCH OF GROWN UP CHILDREN ALLWAYS GRUMBLING
It would be nice if more people responded to police asking "Is there anything I can help you with?" by saying, "yes, it would be convenient if you could educate the individual who called you about my rights to record what I can see from public areas, and ask them to cease harassing me.".
That female cop is goofy😵💫😵💫😵💫
You don't get to hold someone in unlawful detainment until they PROVE they aren't an ex-con. That ISN'T HOW IT WORKS. INNOCENT until PROVEN guilty!
She asked ..."WHAT WAS YOUR NAME?" He NEVER gave it!!
She works at the courthouse and doesn’t know laws and neither did the law enforcement officers. How can they enforce what they don’t know as simple facts?
I plead the 5thAmendment, I invoke my right to remain silent. I don't consent to illegal searches and or seizures. FU JBTP!
RESPECT is always shown when sunglasses are removed during a conversation with someone, RESPECT the other person be sincere and respectful, show your eyes.
A police officer in uniform should show that respect to a member of the public, after all they are there to serve the public, not the public to serve them. RESPECT
Bro how is NO ONE talking about how he asked "can i use it" to the lady standing in front of a field of portapotties 🤣
I see physical fitness is not a requirement and xx is contagious.
This is a good example of how police are prejudiced. The cop comes up and shakes the property owners hand but totally ignores the HONEST citizen that was being peaceful and breaking no laws. AND the cops almost always violate personal rights to side with business owners.
No Crime.....No ID is required....cops should know this...You can film 100% from a public area.
The cop cites penal code 632 which covers eavesdropping and secretly recording /amplifying conversations in which people had an expectation of privacy.
Checkpoint tyrant: I “want” you to stand over there.
SLOCO: are you going to arrest me if I don’t?
Checkpoint tyrant: 🙄
😂😂😂😂😂
“Can you turn that off?” What she meant to say was “hey can you turn that off so I can twist your words with no proof except the judge taking my word over yours”
This cop is breaking the law, just one more time a cop thinks that they can break the law, America has fallen down
Slo is a G! Been subscribed for years.
But when they’re waiting in line for donuts it’s never a problem that someone is standing in line behind them
Them police needs to learn the laws…. ignorance is no excuse. That’s what the courts tell the public, but they don’t pertain to police ? hypocrisy.
The assumption of a law is to the detriment of that cops career . A stripped oath means to b illegal to do any job in the public again for in perpetuity.
I love when cops speak confidently on shit they are either wrong on or (more likely) lying about. “The first amendment doesn’t protect recording” they just make shit up
That first cop sounds like she might be drunk.
Yeah, I've been watching SLO County Observer for a while now. He does great work.👍
ILLEGALLY PARKED ON THE SIDE WALK BLOCKING !!!!! PUBLIC ACCESS!!!!!
Is the lady cop drunk or what ? Someone needs to check her id and her public level of drunkeness.
This JUST BECAUSE I SAID SO ATTITUDE OF PUBLIC EMPLOYEES is ALARMING
that gateway at 14.45 is so wide you could get about 10 people standing in the middle and trucks could still go either side of them lol so funny your blocking their driveway with a single person and they have the right of was as well
dont need to!
want to!
big difference!
Law enforcement officers need to know the basic fundamental rights of every citizens that they swear to protect and serve. They need to learn what is the difference between a public accessible places as defined by law and private restricted places established by policies or regulations. The entire police force need to be educated. Without their knowledge and understanding that the US constitution is the highest law of the land they will continue to oppress the people and continue to abuse their authority. I learned a lot watching these videos.
Not hassling but we are 4 cops deep 😂😂😂😂
If you don’t want to be filmed, stay out of public places! This is outrageous!
Wow these cops are on another level trying every trick in attempts to obtain information they have no right to. To “ protect and serve “ I think not. Turning up mob handed for an individual with a camera, this is the type of policing that needs defunding as a complete waste of public money.
Some cops have nothing to do so they hassle innocent people
It’s crazy to see so many lunch lady/cat mom/grandmas cosplaying as statists extortionists (cops.)
Why do cops not know this by now ? Geez
Pedestrians have right of way.
The first female LEO seemed to be under the influence of drugs or alcohol.
The first cop sounded quite drunk.
The lady GiP is on something.
30 foot gap and they can't get out.
I like my 4A. Cops don't !
Dude if you had a set you'd be looking at the tail lights off this
uneducated officer car by now as she was driving away without your ID
It takes a huge ego for an adult to walk up to another adult and not be able to have a simple conversation without giving him some useless directives before leaving.
I would so much want to ask if they want to direct me in the proper way to wipe my azz.
You are confused.
Tell the popo " don't eat yellow snow" and " don't piss into the wind" and "don't spit on SUPER MANS cape" etc.
"We don't mind you recording at all" = Copsplaining for , WE HATE YOU RECORDING OUR DIRTY DEEDS !
We should all be highly suspicious of public servants who have a problem with being recorded.
*The first segment cop-splaining for ID is psychotic, no different than a crackhead trying to get a fix.*
She sounded like a hippy who just finishing smoking a blunt.
Officer safety is the lamest excuse I have ever hear coming out of the mouth of a heavily armed "man".
Right? I'm far more worried about citizen safety. Hot-tip, we want to get home alive at the end of the day too.
Officer safety is just a bs excuse they have come up with to use to violate your rights. That's all it is. Every time an officer opens his mouth talking about officer safety be prepared for your rights to be violated. Specifically the 4th and 1st amendments.
Officer safety is officer cowardice.
Officer safety is officer cowardice.
Officer Safety will kick your ass while you are hog-tied and unconscious... and then he'll go home at the end of his shift.
"We're not hassling you" .....from armed people surrounding him, harassing him.
I think it's great that Seattle just announced that they have changed policy so that cops can no longer knowingly lie to citizens because it undermines the public's trust.
Riiiight, like cops aren't going to lie..
@@BrianStroud-d3p didnt say they wouldnt. But when caught, they can now face punishment.
Sounds like Seattle except it's wayyy to late for that... nobody trusts the cops !!
Step in the right direction. Even if cops started to fly right it would take decades to get trust back. Fact is it would never happen. This could just be a stunt by SPD-hence lying about lying.
CA just passed the same law. Effective 1Jan2024
The whole police force showed up. Meanwhile somebodys robbing a bank.
You could steal City Hall!
There is not 2 sides to every story. There is the story and there is the lie.
That would be 2 sides.
1)The liars side.
2) The truth tellers side.
1 side +1 side =2 sides. Goes for stories being told to ordering at Popeyes Chicken....
Absolutely! Never let the cops tell the story!
The amount of police resources wasted when these people ring 911 is disgraceful

"You can't block the company's driveway" said the cop who was blocking their driveway. ... SMH.
Try that in a small town 😂
...and when they call most people do not tell the truth.
@@leoncardinal2035 they should be charged for lying
What's the most misused phrase in law enforcement today? "officer safety". They use it as an excuse for everything! Whatever happened to *public* safety!
Obama was a big pig supporter! He caused many of the problems today! He militarized the police with "left over" war weapons and vehicles. Obama said a pig's first priority is they get home safe and not the US citizens.
They view their own safety infinitely more important than civilian safety and need every excuse they can to try and violate our rights and incriminate innocent people
Officer safety is cowardice.
Governments always use your safety or their safety as an excuse to take rights away. Benjamin Franklin wrote about it for crying out loud
I wonder if the cops demand people not to stand behind them in the doughnut shop...
The best phrase that I've ever heard is "ID is like crack to police." You can see how robotic her ID demands were almost like a trance. They cannot compute when someone denies them an ID.
What police don't understand is that once the state offices hand you your Identification, it then (automatically because it's purchased) becomes YOUR property, protected under the 1st, 2nd, and 4th Amendments. You have the rights to protect and defend your property from unreasonable searches and possible threats of theft!
Turning off that body cam should be a reason to lose their jobs.
Being able to LIE, needs to be ditched.
The cops are so fixated on ID’s what the heck for. The ones who said you have to are idiots.
It's all about looking for a wanted man but what do you want from Nazi controlling boot licking thugs
Because the id shows them YOU represent a UNITED STATES slave/subject/person/citizen.

You are confused, and I suspect mentally ill.
I love the look on that cop's face when he is told no. Is he really that used to being obeyed?
Imagine how he treats his family when they tell him no.
This was pretty solid... I like his approach as well, very chill, matter of fact, confident. It really disturbs people when they cannot provoke another person.

That first female officer seems intoxicated in one way or another and needs to be drug tested immediately. 🤷
Na she's just from commiefornia man
No shit they need to block her from that evidence room immediately.
That’s what I thought, but I think it might be medical
She's doped up on pills (benzos or opioids or both). I have to deal with 25+ people just like her, in an average day. She's got all the same mannerisms.
HAAAAA
Wish I had a RUclips channel, I'm 59 maybe I'll get started, doing these audits may be my retirement gig?! Mad respect for all you guys standing up for rights against the tyrants. We have an out of control "good ole boy" system here in S. AL, which I've bucked my whole adult life.
These dumb cops man…Penal code 632 in CA specifically applies to surreptitiously recording confidential communications. The law also specifically explains in section (c) that this does not apply conversations in public areas that could be easily overheard or recorded and thus does not have any reasonable expectation of privacy. What concerns me is this cop is obviously not coming up with this himself. Someone trained him to completely misread this law in order to be used to violate the 1st amendment.
Seems worse. Looked like he hoogled it real quick and then found a lead, cited him without reading it fully, then acted on minimal info.
If they mis interpret this law, there are probably countless other laws they can't get straight!
"We're not hassling you."

When I started to learn about the founding of our country, the American Revolution, the drafting and ratification of our Constitution and Bill of Rights Etc. I did not know a lot of the different things that the redcoats could and did do to the colonists. Watching these videos for the past several years has really opened up to my eyes to the kind of tyranny or forefathers had to deal with. Apparently nowadays, a lot of us are dealing with very similar tyranny has everyone of the costumed clowns I see in these videos would fit nicely into a redcoat getup!

“Law enforcement has to have private conversations”. That’s rich.

@angiesmith. Not only do police need a course in the Constitution, they need to pass a stringent test to get licensed.
It doesn't matter. The Supreme Court said that cops don't need to know the laws.
Some of the classes available for police are done by police and only joke about how to get around the constitutional laws and what charges they can use to violate the people.
