Shadows of Doubt just released its modding update a little while ago. The modders in the discord are running around like crazy.
There was an old mod that let you actually kill people, right now it should be getting worked on again thanks to the update giving out a mono branch for modders to work in.
I actually tried installing one of those killing mods but I couldn't get it to work, I'm excited to see what the modding community gets up to
There's only one murdering mod it has been deprecated for a while. AFAIK the modder who made it hasn't been around, but someone else might fork it and fix it

You can’t kill people in shadows of doubt. But the npc’s can kill each other. Hence the detective sim.
