- Buildings across Houston suffered severe damage overnight from intense storms and winds, some topping over 100 miles per hour in the downtown area. Skyscraper windows were torn to shreds with glass turning into projectiles in the high winds.

Windows should be able to withstand high winds. I'm guessing at the top of these buildings there was a venturi effect making the winds much higher than 100mph. Regardless, they need to make sure that the replacements have extra safety measures to hold them in, or to make sure they completely break up if they come out.
