If you checked all 7 locations for the blueprints and it's not there, that must mean there's still an unconfirmed spawn location.

I don't recall finding the fishing rod blue print but had it right away it seems

i spawned with the ability to craft it. must've been changed

The blueprints are random now, but they can still be found at rhe same map spots.
