I think the design for professor sada and legendary pokemon of scarlet are based on the era when the world wasn't much advanced and people weard clothes made out animal leather and fur and also necklaces made out of fangs while the design for professor turo and the legendary pokemon of violet could just be based on the more advanced and modern era with greater science and technology. It could just be true because professor sada is wearing a necklace made out of fang and koraidon also has some resemblance to that and if we look closely we can see that professor turo is wearing a sleek body suit underneath his lab coat and miraidon looks some what robotic itself. Well it's just what I think..

I think you have got some wrong interpretation of Scarlet and Violet.
I think the entire plot revolves on the conflict of past and future. There are also two schools and factions in two different games giving a vibe of conflict between ideal and truth in BW games. There might be some version exclusive elements like :- Professor , Outfits of Protagonists, Gyms , Schools , Legendaries and some city designs ( Like in Opelucid City).
On the other hand the Legendaries Koraidon and Miraidon also reflects the themes of past and present. The Koraidon based on a lizard with an attribute of Inca civilization of Latin America and also on ancient mode of transportation with manual wheels and tyres. Professor Sada from Scarlet faction wears a caveman outfit which aligns with her interest with the past or studies the past of the region. Or Koraidon might brought her from the past. On the other hand Miraidon has a futuristic look and have jet propulsion systems in place of the legs...It has to be an Electric / Steel or Electric / Ghost type...The professor, Professor Turo of the violet group (having grapes emblem) studies or works for the future. He might be even brought from future by Miraidon. There might also be conflict from two trainer schools which are Scarlet (Oranges) and Violet (Grapes)... Finally , I didn't liked the sprites of the new Pokemon... special of that Pikachu cloan... otherwise the le chonk is the native most common normal type of the game and smoliv is looks like love child of budew and cherubi...
Anyways that's probably the overall themes of the games....
