To answer your question about the blocker reminder text, it is standard practice in the card game industry to put reminder text on lower rarity cards to help new players learn mechanics, since they show up in booster packs very often. On SR cards and higher the reminder text isn't needed, since they are mainly used by experienced players, and if a new player pulls one in a booster pack it's highly likely there is a C/UC card in the same pack that has the reminder text.
The point of the reiju card is for when you brick on not finding some of your little ones you can ditch a little reiju and play a big ichichi off of it or vice versa
the 5 cost garp gives a lot of access to ko for garp leader. if toy soldier is on field, -3, 1 ice age, plus 5 drop garp kos anything, and you have room for a rebbeca or 2 chump blockers on 10 don. or play garp into rebecca into hina, +1 don on leader kills a 8 drop. either the 4 cost or 3 cost hina pairs well with it, lost of options giving garp those extra 2 rested don
The germa event does suck currently. Right now all it does is let you use the germa cards in non "reiju" deck. The hope is we will get other germas in op11 that this could work well with.
PB luffy I don't think wants Sanji Puffing anyways since the deck wants to impacting the board way more, however I think it's kinda an insane card in the GP luffy from the set. You can play them on 5 don leader ability and you restand 3 don + become a 6k. It's kinda nutty if they stay on board and the potential draw one is more of a bonus
Please, do yourself a favor and watch the G8 arc. It's the filler arc Jonathan comes from, and it's one of the best arcs of the anime. Yes, including all the rest of One Piece, it still lands in the top 10 for a lot of people, it's just that good.
The searcher cards are going to be impactful Think of all the decks that just run generic shit that would be unsearchable, decks like Enel with the oogabooga big yellow generic special

The germa 66 event is probably for sanji since his "transformed" versions have the same name but only few sanji cards have the germa 66 tag, and they all lack the transform ability the sibling cards have, very silly roundabout way to make him work in the deck
There are no germa 66 sanjis yet 😢 For now this event only allows you to cheat out germa characters when you're not playing reiju (bc the small versions have the leader restriction) Also I'm pretty sure they'll be releasing some blue germa characters, so you could be using the event with them
