Queen mother treated both the sons equally, the point they are trying t show in the movie is even though Bahubali is not Sivagami's real son ,she treated him equally as Bhallaladeva. That is why Sivagami's husband was upset. She did not neglect Bhalaladeva, in Bahubali-1 they show she offered to nurse Bahubali along with Bhallaladev -That shows she is accepting Bahubali also as his own 2nd son.

Bhalla (Rana) has only one healthy eye. Rana revealed in 2016 that he is blind in his right eye, and his left eye is a transplanted one.
