Honestly I had a blast playing through HAZE's campaign back in the day, but I think it was because the PS3 was the very first system where I had the cash to buy my own games entirely independently of parents at every stage. So I got HAZE, Portal 2, Infamous 2, Call of Duty Black Ops, Orange Box, MGS4, and a whole bunch of other games. And HAZE was more or less what I expected and wanted out of the game given what I'd paid. I think this IP is ripe for a reboot with a MUCH more ambitious and polished game. Satire of hypercapitalist and ultra right wing dystopia is having a moment, and I feel like HAZE belongs in THIS era of games more than it did at launch. It also definitely needed to be better. So much better. But I don't regret playing it, and I occasionally go back to it and still have fun. Not a great game, but an okay one as long as you don't expect anything. Apply MST3K Mantra And Enjoy.
About the quiet cutscenes -- do you perchance have your PS3 still set to "Surround"? That usually pushes all dialog to the center speaker, which you'd obviously be missing with headphones.

The concept of soldiers tricked into knowingly drugging themselves to unknowingly be kept from seeing the true horrors they commit is a neat one.

Precisely zero people will ever convince me this game isn't, and wasn't, fun as hell. Good? No. But fun? Absolutely. One of the major "bad but I love it" games of my late childhood.
The story is pretty good. Super soldiers take a drug that make them fight harder and ignore the horrors of war. Without any real consequences the government soldiers do whatever they want. When you get off of nectar you start to see the world for what it is.

Yeah I remember playing it on emulator then getting stuck because it kept asking for motion controls which I didn’t have so I didn’t even bother

The story is pretty good. Super soldiers take a drug that make them fight harder and ignore the horrors of war. Without any real consequences the government soldiers do whatever they want. When you get off of nectar you start to see the world for what it is.
