I love the concept of Ned-B. A droid that's unable to speak but is going out of its way to help Jedi, and ordinary citizens. I just love that even droids know The Empire needs to be stopped, and will do anything to help out others. Really neat stuff.
If I were in the Star Wars universe I’d make it my mission to give atleast one NED-B droid a voice.
It is extremely obvious and clear that they are NOT the exact same droid just by looking at them. One has the blue alien writing and blue line across their neck and the other one doesn't. I realised this in about 2 seconds.

There was a theory that it was going to be Captain Rex but it was called a theory for a reason
I believe that droid would be different as If it was the same one they wouldn't have hid away from said droid plus most droids are gonna have a model for factories

Just the same model, NED-B has a different paintjob and lettering on his chest. We also see one in the desert mining with stormtroopers I believe.

Bombastic you’ve got to be getting this wrong on purpose for interaction purposes in the comments and for free views. Now you can correct this in an update video and get even more views.
That kind-of seems to be a running problem in the Star Wars universe, that the writers can't seem to decide whether particular droids are unique builds or are just one of a mass-produced commodity.
I think even C-3PO had this problem, where in the original trilogy it was apparently *just a* C-3PO droid and then became *the* C-3PO when prequels were made.

one of the first droids we see in the prequels was TC-14, a “C-3PO-type” protocol droid…

...there never seemed to be an exact duplicate of C-3PO, with the same golden colour, like you would expect a mass-produced item to be.
R2D2 was also a similarly unique unit, the other astromechs were all different models, where you'd half-expect at least the X-Wings to be standardised on a particular model to interface with the systems.
I will concede that K-2so from Rogue One did actually play-up on the mass-produced nature of droids (all K-2so droids look almost identical).

Different droids. I think the first one is to just introduce the viewers to this new type of droid and we see kind of what it does (being a loader droid lol). So then later on we are kind of already familiar with this droid.
