Why don't you get a Canadian student visa and go there as a student? You could work part-time.... Perhaps you know about getting a PR after graduating from a Canadian uni and after getting work experience there?
The amount of red tape you have to navigate is crazy! I suppose there is a logical purpose for many of these restrictions that I'm not aware of, but the amount of stress it puts on an individual during a pandemic is immense. Go to a Latin American country, things are more relaxed & can considerably spend less money.
