Volkner is more powerful in the games, yes. However, that just comes due to him being the 8th gym leader. Canonically the gym leaders switch their teams depending on the gym badges the player has. And while it may not be true in the games, it’s true in Pokémon Origins.
I think I’d still bet on Volkner. Considering that he was at the point of being bored with all the challenges he was getting, I think it’s fair to say that he was pretty strong regardless of whether he was the last Gym Leader or not.
When I face Lt Surge on FireRed I took him down with Dugtrio which had just evolved from Diglett and then on LeafGreen I defeated him with only Sandslash. When I did a new playthrough of FireRed in 2022 I soloed him with Nidoqueen.
Pokemon in the championship there can be randomly male or female, certain trainers though have specific genders on their pokemon. Here it just goes to show Lt. Surge has no problem whipping any Pokémon into shape!
Ground types are powerful, but most electric type pokemon can learn Ice-type moves, which counter Ground-types immensely. Electabuzz (and Electivire) can learn Ice Punch, some special-based Electric-types can learn Ice Beam. But if your Pokemon is faster, it is not a big deal.

What I don’t get is, why didn’t they just use a ground type? That’s how I swept through Lt. Surge’s team. No sweat, useless against me.
