There's a lot of info in here that I'm assuming you are just mis-speaking on. Around 8:20 you're talking about Artillery increasing phial damage regardless of a monster's resistances, which doesn't make any sense as impact phial damage is static and isn't affected by HZV's - the damage is the same across all monsters aside from those like Safi with explicit damage reductions against static damage types (including sticky). Also, a 1 guard + guardup with no offensive guard? You can drop a ton of damage skills off the build for offensive guard, run guard 3 and have a net INCREASE in raw damage/phial damage while also gaining a huge QoL in knockback resistance. This is not "best of the best".

My question is, now that we have the safi weapons would it still be necessary to use kjarr weapons now that we have safi weapons that we can easily augment anyway we want? For elemental builds of course.
No idea if this will still be helpful, but all kjarr weapons out damage Safi weapon when it comes to elemental damage due to them having built in critical element and most of them having 20 affinity base, which allows you to basically only slot in crit eye 7 on Safi builds to have 100% affinity whereas for Safi weapons you still need to either get an affinity upgrade, affinity augment, agitator lvl1 or attack boost lvl4. Getting an affinity upgrade or augment cripples your elemental damage as you could've gotten an ele upgrade or augment more. Getting attack 4 is basically the dumbest thing you could do as it uses up way too many slots. Agitator 1 is the best options out of these but it's still a bit eh. Another thing that kjarr weapons have is just in general way more base raw than a Safi weapon with full elemental upgrades so they just deal more damage in general. Everything I just mentioned influences kjarr weapon being better than Safi to some extent but the biggest factor is just that kjarr weapons have built in critical element while Safi does not. However if you wanted to use 4 piece fatalis you can still use Safi weapons just fine cause you can get critical element with Velkhana Y helm and a velkhana blessing upgrade on your weapon. This build deals way less damage than full Safi kjarr but it's way more comfortable to play cause you can easily fit in like divine blessing 5 or something.
@rainbow-chan6468 I agree. I've been running offensive guard 3 on mine instead of peak performance so I love the guard skill on it. Super good btw!! Damage is INSANE!!
