Hello! No fornication is defined by all Greek Lexicons as actual sexual activity outside of marriage. Jesus is speaking figuratively there saying lust is the source of all adultery and if not checked, will likely lead to adultery.

I would say it is as big a sin as adultery, Jesus was raising the bar on morality in those passages
all adultery is fornication but not all fornication is adultery.
