The nuclear threats are part of their war rhetoric now, then it will only get worse if they do appear to win. Other countries will also use this tactic. North Korea first, then Iran will seek to arm up to fight Israel and Saudi Arabia.

In May 1942 Captain George 'Racey' Jordan was assigned to United Nations Depot No. 8(I know UN supposedly didn't yet exist.) He also had his Oak Leaves pinned to his uniform by a KGB Colonel upon promotion at this same depot. All was testified to in front of congress. You can find his diaries published as a book.
