In the rural Mosul areas of Iraq when ISIS was expanding, people welcomed them because they hated the current government of Iraq (But as the months went on opposition grew against ISIS because of obvious reasons) so this is probably what happened in Raqqa. They welcomed ISIS because they saw it as an opposition to Bashar's government and let them in
