I think the point was Amy was making calls in the name of the First Lady without the First Lady even knowing about it. There is a procedure for things thought in politics its a lot more procedure then action , but I do believe making calls under the false impression they are on behalf of someone else who has no idea what you are doing no matter what your intentions consititutes fraud.
Such a shame Amy couldn't let go of her ego, even going behind the First Lady's back to run her own agenda under the pretence the Lady would also support
I mean, Amy went to the first lady with this, and the first lady went 'I can't deal with this myself right now, I need you to handle it. That's why you're my staff. Get it done.'
I liked that the show never made Jed a complete saint. He had his dark side and it usually came out in losing his temper and lashing out at people.

She is obtuse and brilliant at the same time. Great casting. Great lines. She always cracks me up. One of my favorite characters in the show.
